JU invites applications for VC’s post, KU delays process | | | Early Times Report
Jammu, Dec 18: Acting promptly over Raj Bhawan’s directions, the University of Jammu has put the post of Vice-Chancellor to advertisement after the Chancellor’s office constituted the search committee to appoint the new VC. The University of Kashmir, however, is delaying the whole process, causing anguish among the senior faculty members. On Saturday, the JU sought applications for post of VC from eligible candidates not above the age of 65 years on the closing date. The JU’s advertisement came barely 10 days after the Chancellor’s office (Raj Bhawan) constituted search committee to find the successor of Vice-Chancellor Prof Manoj Dhar whose three-year tenure ended in July this year. The search committee for JU comprises Professor Arun Kumar Grover, Former VC Punjab University as Chairman while the members are Prof Pardesi Lal, VC, Nagaland University and Prof Arun Kumar Tyagi, Former VC, Guru Gobind Singh Indraprastha University, Delhi. Sources said the Jammu University Registrar Arvind Jasrotia, soon after the search committee was constituted, sought the consent of JU Council members for nomination of Prof Tyagi and Prof Lal as members of the Search Committee in accordance with the provisions of the University Act and Statutes. However, the University of Kashmir has not advertised the post yet despite the fact that the Chancellor’s office sought “urgent action” in the matter from its Registrar Dr Nisar Ahmad Mir. The KU Search Committee, constituted on the same day and date as that of JU, comprises Dr Pankaj Mittal, Secretary General, Indian Association of Universities as its chairperson while members are Prof Najma Akthar, VC Jamia Millia Islamia University New Delhi and Prof Mohammad Miyan, Former VC MANUU. The three-year term of KU VC Prof Talat Ahmad ended on August 7 this year. Sources told Early Times that Prof Ahmad had desired to demit the office and hand over the charge of VC to Prof Ghulam Mohiuddin Dar, who is presently Dean College Development Council, till new VC is appointed. However, they said, the Raj Bhawan instead has sought the seniority list of KU professors to make an alternate arrangement in case the incumbent VC demits the office. Sources said Prof Ghulam Mohiuddin is not the senior-most professor as per the inter-se seniority list framed by the University in light of the Clause 16.3 of the UGC Regulations 2010. The said seniority list, framed in October 2017 and for which objections were also sought that time, has Prof Nilofar Khan as the senior-most professor at present, followed by Prof Khurshid Iqbal Andrabi and Professor Ghulam Mohiuddin Dar. Prof Nilofar, according to KU sources, has always remained the acting VC in absence of Prof Talat. Sources said senior professors have sought Chancellor’s intervention to stop any manipulation of the well-established inter-se seniority list of KU professors. Senior professors are also accusing the KU Registrar of delaying the whole process to get his term of Registrar extended beyond January 2022 when it is coming to an end. “We appeal the Honble Chancellor to ensure that the post of VC is immediately advertised to avoid any hanky-panky,” said a KU teacher. “The whole process should be fair and transparent. If the present VC is leaving before his successor joins, the charge must be handed over in accordance with the seniority list of 2017 which is a settled matter in the University. Any manipulation of the said seniority list would be illegal and sent a wrong signal about the whole process.” The teacher, wishing anonymity, said already the appointment of Dean Academic Affairs and Dean Research has landed in litigations over alleged violation of seniority. “The Honble LG should order a probe into the inordinate delay in inviting of applications for the post of VC. When JU can do it in 10 days, why is KU delaying the whole processs? Is it being done to favour some people in selection?” he said. |
