Pre-Aug 5, 2019 position almost restored in Ladakh, no safeguard for J&K | | | Early Times Report
Jammu, Dec 18: After giving job and land rights to the inhabitants of Ladakh, the Union Government is seriously thinking to grant a sixth schedule like a constitutional guarantee to the Union Territory to ‘placate the annoyed’ people. Ironically, residents of Jammu and Kashmir have been agitating to get land and job rights but nothing has been done so far. Even the ruling BJP had promised to project land and job rights of the people of Jammu and Kashmir but promises remained only on papers. Although the Union Government has given many concessions to the Ladakh region in contrast to Jammu and Kashmir where even land and job rights of the people are not protected. But the leadership of Ladakh is not relenting anything less than statehood. When people of Jammu and Kashmir were demanding job and land rights, the government of the Union Territory of Ladakh issued an order defining “resident of the UT of Ladakh”. As per the Ladakh Resident Certificate Order 2021, any person who possesses a Permanent Resident Certificate issued by the competent authority in the districts of Leh and Kargil or belongs to a category of persons who would have been eligible to be issued Permanent Resident Certificate by the competent authority in the districts of Leh and Kargil will be eligible to receive the Resident Certificate. Shocking the Permanent Resident Certificate (PRC), popularly known as State Subject, system has been reintroduced in Ladakh which was also part of the erstwhile state of Jammu and Kashmir. In the Union Territory of Jammu and Kashmir, the government has introduced a domicile law making it easy to acquire a domicile certificate of J&K for outsiders, in Ladakh the government has stuck to the old rules. BJP Lok Sabha member from Ladakh Jamyang Tsering Namgyal has earlier raised his voice in Parliament and demanded Constitutional Safeguard for Ladakh on the line of 6th Schedule concerning Land, Employment, Environment, and Cultural Identity, etc. Jamyang Tsering Namgyal said that the aspirations of the people of Ladakh demanding Constitutional Safeguards must be fulfilled through the amendment of the Ladakh Autonomous Hill Development Council Act. 1997 on the line of 6th Schedule of the Indian Constitution and must define proper role and responsibilities of the Central Govt, UT Administration and the Hill Council by way of amendment in the Council Act. He said streamlining between the Autonomous Hill Development Councils of Ladakh, Panchayat Raj Institutions, and also Administration of Union Territory Ladakh is a must to avoid the conflicts of role, power, and jurisdictions of responsibilities. |
