Srinagar, Jan 10: The audit conducted by CAG into Prime Minister’s Package announced soon after 2014 floods for Jammu and Kashmir says that 328.88 Cr worth works executed without inviting tenders.
The Prime Minister’s Development Package (PMDP), included 63 projects with a total outlay of Rs.80,068 crore was comprehensive reconstruction plan for the erstwhile State of Jammu & Kashmir, however CAG has pointed out number of disparities during its implementation including releasing financial assistance to people who weren’t affected by the 2014 floods.
Audit Report No. 2 of 2021 was laid on the table of Rajya Sabha on 11 August 2021 and in Lok Sabha on 29 November 2021 and has now become a public document.
CAG report said Irrigation and Flood Control department executed 3709 works without inviting tenders. “The works had been executed without invitation of tenders on reasonable rates on urgent basis,” reads the CAG report. An amount of Rs 175.25 Cr was spent on these works, it added.
The CAG report also says that Public Works (PW) Roads and Buildings (R&B) also executed 66 works under PMDP without calling of tenders, however Industries and Commerce and Public Health Engineering departments also executed 1510 works without calling tenders but have allotted works on ‘reasonable rates’.
The CAG report also pointed out that 5,707 works were also executed without administrative approval and technical sanction. An amount of 610.85 Cr were spent on these works executed by the Public Works (Roads and Buildings), Irrigation and Flood Control, Industries and Commerce, School Education, Public Health Engineering, Higher Education and Estates Department.
These departments also diverted an amount of 29.29 Cr rupees for office expenses.
Important to mention here, the core objective of the PMDP, a Reconstruction Plan was to expand the economic infrastructure; provide basic services; give thrust to employment and income generation; provide relief and rehabilitation to the victims of September 2014 floods and to strengthen the Disaster Management Framework of the erstwhile State.
The PMDP also sought to strengthen the economic and social infrastructure to provide for the balanced development of the three regions, Jammu, Kashmir and Ladakh of the erstwhile State of J&K.
Under the PMDP, six Ministries/ Agencies of the Government of India are implementing 24 projects with project outlay of ` 44,083 crore and 14 Departments/ Agencies of Government of Jammu & Kashmir (GoJ&K) are implementing 39 projects with project outlay of ` 35,985 crore. A total amount of ` 11,100.28 crore was released and an expenditure of ` 9,282.84 crore was incurred, till March 2019 in relation to these 39 projects.
