A woman BJP Sarpanch from Tral in south Kashmir’s Pulwama district recently stated that bureaucrats are not paying much attention towards the development.
Her assertions once again made it clear that claims of development are confined to papers only and on the ground nothing much is happening.
When Panchayat elections were held at that time the government had promised that the grass root democracy would be strengthened. After Panchayat polls BDC and DDC elections were also held with a promise that the elected representatives will be empowered to work for the welfare of the people. But the bureaucrats seem in no mood to share power with the elected representatives.
The elected members are nothing more than toothless tigers. They can’t even face the people who voted for them. They are being asked what they have done for the electorate.
Many PRI members have stated on record that they are helpless and can’t do anything as the proposals sent by them for development are not even returned. And they are suffering in “Babu Raaj.” They are not even being heard. Their party leaders too are unable to get their grievances redressed.
It’s not only the Panchayat, BDC or DDC members, who are not being heard, even the former MLAs are sailing in the same boat. The local BJP leaders have nothing to offer to the people whom they used to promise moon and stars when they were in opposition. They had promised the people of Jammu that they would become their voice and end discrimination with them. But during the past few years they have not been able to raise the issues of their own activists and workers. The BJP leaders, who had won PRI elections, have no powers as the powerful bureaucrats don’t want to pay any attention to them.
Another unfortunate part is that the Congress leaders in Jammu have gone into hibernation. They have failed to act as strong opposition. After being ousted from power the Congress leaders have been seen on very few occasions. They have failed to stand with the people.
The report prepared by the Delimitation Commission is in its final stages and once the assembly and parliamentary constituencies are redrawn, elections are on cards. But it seems that this time around winning polls is not going to be a cakewalk either for BJP or Congress.
