J&K's CIC operators seeking regularisation pin hope on PM | | | Early Times Report SRINAGAR, Apr 23: The Community Information Centre (CIC) operators of the Rural Development Department have now pinned hope on Prime Minister Narendra Modi, who is arriving in Jammu and Kashmir Sunday. In an open letter to Prime Minister ahead of his visit to the state , the CIC operators said they have played pivotal role in implementation of Panchayati Raj system in the Union Territory at gross root level but unfortunately their legitimate grievances regarding regularization of services in the department have been ignored by the administration despite rendering 18 years of continuous and dedicated service. "We CIC Operators seek your kind intervention into our legitimate/ long pending regularization issue and hope your goodself will announce a good news for CIC operators working in Rural Development Department & Panchayati Raj on April 24, at Jammu," the letter read. The CIC operators in the open letter have given brief facts of their regularization and other consequential issues. It said that 172 CIC operators working in RDD and Panchayati Raj of J&K are highly qualified having M.Tech, MCA, M.Sc.IT, B.E & B.Tech Degrees and are technically very sound and efficient. "We are efficiently handling more than 26 web portals on daily basis of Department of Rural Development & Panchayati Raj. Besides all other office assignments viz-a-viz elections, establishment, accounts, works etc. at Block/District/Directorate /Secretariat level," it said. The letter said they are not are not back door appointees and have been recruited through proper recruitment procedure in 2004 and since then are continuously working in Department on contractual basis on a meagre amount of Rs 10,000 as monthly salary, due to which they are facing lot of hardships to feed our families and to provide better education to our children. The letter said in 2014, Jammu & Kashmir Government passed an order in the Cabinet to formulate a proposal for the regularizations of CIC Operators. "In the year 2016 ,Jammu & Kashmir Government through a cabinet decision created 172 posts of Data Entry Operators for regularization of CIC Operators. That in the year 2017, the Empowered Committee of J&K Government cleared our regularization cases and also communicated their recommendations to Rural Development Department for issuance of formal regularization order, which are yet to be issued," the letter said. "Hon'ble Sir, that on the directions of GAD file was forwarded to Finance Department for its final views and they have reiterated their earlier decision to absorb these CIC operators as Data Entry Operators with immediate effect. It has been decided by GAD that our regularization issue will be settled by the newly reconstituted Establishment-Cum-Selection Committee for which a Circular was issued by GAD to submit the requisite information. In reference to this circular, our information has also been submitted to GAD by Department but no action has been taken in the matter so far," it added. "Keeping in view the above stated facts, your Excellency is humbly requested to kindly intervene into the matter and issue necessary instructions for regularization of 172 CIC operators at the earliest to end our sufferings. Hope the genuine demands of CIC operators working in Rural Development Department & Panchayati Raj will be addressed on Panchayati Raj Conference on April 24, at Jammu," the letter said. |
