Jammu, July 14: Arun Gupta, President CCI accompanied by Office Bearers namely Anil Gupta, Sr. Vice President CCI, and Rajesh Gupta, Secretary CCI today participated in the interactive session organized by J&K State Taxes Department where the representatives of different Trade Organizations were also present. While interacting with the Commissioner State Taxes, Arun Gupta demanded that the limit of the e-way bills should be enhanced from Rs. 50000 to Rs. 1 lakh. While speaking on the occasion, Arun Gupta said that when GST was introduced the then Finance Minister Arun Jaietly on the floor of the house said that GST is a good and simple tax, but now-a-days it has been complicated by imposing penalties for minor technical mistakes. We request that this should not happen, he added. Arun Gupta further said that the goods which are shifted from godowns /cold storage to shops should be treated as stock transfer. Arun Gupta also apprised the Commissioner State Taxes that as per Industrial Policy the Industrial units in UT of J&K are getting GST reimbursement, but sometimes the refund process is delayed due to one reason or the other. We request that GST reimbursement should be in a time bound manner. Arun Gupta also said that some members could not claim the reimbursement of GST from 2017 onwards due to some un-avoidable circumstances. Chamber requests that they should be given one last chance to apply for reimbursement claims. Arun Gupta further said the goods which are imported from other states and if shifting of stock is mentioned on the bill from one place to other place, there should be no need to generate a fresh e-way bill as it is a technical point and needs to be understood. Gupta also said that the government has earlier announced VAT Amnesty scheme giving an opportunity to the defaulter of VAT to deposit their VAT dues without interest and penalties during Covid-19. But due to continued lockdown and financial crunch some traders could not avail the benefit of the scheme as such we request that these traders be provided one more opportunity to deposit their VAT dues without interest and penalties. Some businessmen were doing their business by carrying the goods and delivering the same door to door since long during VAT regime also but after the introduction of GST these people are not allowed to carry on their business to earn their livelihood. We request that these businessmen be allowed to carry on their business. Similarly there are certain businessmen(Scrap dealers) who collect the scrap from door to door. They are paying GST at the time of selling their goods. These scrap dealers are unnecessarily harassed by the department who collect the scrap from door to door. If any seller does not file his return GST-1, the buyer also does not get input of that bill. This is a punishment to the honest tax payer who buys from someone who does not file his return. We request that this should not happen as he has a proper bill in this regard and a change in the law is required.
