Srinagar, Apr 14: Even as Gujarati conman, who was arrested in Kashmir has been handed over to Gujarat Police, his absence in Srinagar has allegedly created roadblocks for the inquiry to fix responsibility for alleged lapse on the part of administration.
On March 29 the Jammu and Kashmir administration had ordered Kashmir divisional commissioner Vijay Kumar Bidhuri to conduct an inquiry into various aspects related to the visits of alleged conman Kiran Patel and the provision of security to him.
“Sanction is hereby accorded to the appointment of Vijay Kumar Bidhuri, IAS, Divisional Commissioner, Kashmir, as inquiry officer to inquire into the various aspects related to the visits of Kiran Patel to Kashmir during the past months and security arrangements made thereof,” a home department order signed by additional chief secretary Raj Kumar Goyal said.
“The inquiry officer shall identify the lapses on the part of officers/ officials concerned and submit a detail report within one week,” the order said.
“But even before a week would pass, he (Patel) was shifted to Gujarat and his absence leaves behind missing links in the statements given by concerned as same would need to be verified from him(Patel) through cross examination,” said an official in the know of the matter.
He said in the absence of the prime accused the pleas as being given by the officials to defend no lapse on their part cannot be easily cross –checked.
As per the initial reports names of two officials had surfaced in alleged negligence on their part in grant of security to the conman.
As per the sources said the security was provide to the conman in violation of norms as instead of written requisition from the concerned quarters he was granted the same on verbal decision.
“There was no written requisition from any proper government quarter for the grant of security to him (conman) so the prima facie was enough to suggest negligence that he was granted the security out of the way. But now verifying the same will be a bit difficult as the main accused is missing from the scene,” said a senior official on the condition of anonymity.
The concerned couldn’t be contacted for comments. One official, however, said on the condition of anonymity that the inquiry was in its final stage and that there was no need to question Patel again.
