What sort of internal autonomy when J&K has to seek financial aid, assistance from Centre ?

Jammu, Nov 19: Is the demand for internal autonomy without financial autonomy relevant or irrelevant ? It seems so otherwise even when the state of Jammu and Kashmir enjoys internal autonomy and Dr Farooq Abdullah is its Chief Minister he would be seen visiting New Delhi often with a begging bowl.
Dr Farooq Abdullah knows it better than anybody else,because he has been the Chief Minister of the state on three occasions,that without financial assistance and aid from the Government of India the state of Jammu and Kashmir may not be able to survive for more than a week.How ? The centre provides 80 per cent financial assistance to the state's plan and non-plan activities.The centre has been providing liberal funds for security related expenses.And if the state wants to raise additional police battalions it has to seek permission from the centre because expenses on each additional battalion are met by the centre.
Even part of the wage bill of the employees in Jammu and Kashmir is met by the centre.What then is the meaning of internal autonomy ?
It is a slogan that has lost its shine and is no longer a voter catcher.Dr Farooq Abdullah says that internal autonomy coiuld be solution to the Kashmir issue.Was the Kashmir not alive when the state enjoyed greater autonomy till 1954 ? Why did Sheikh Abdullah changed his stance which led to his arrest and dismissal of his Government in 1953 ? Was he not satisfied with the quantum of internal autonomy that the state enjoyed?
Though internal autonomy,that the state enjoyed till 1954,has experienced some erosion still the state enjoys a special status under Article 370 within the union of India.Does renaming Governor as Sadr-i-Riyasat and Chief Minister as Prime Minister lead of settlement of the Kashmir issue ? When Karan Singh was the Sadr-i-Riyasat and Sheikh Abdullah Prime Minister of Jammu and Kashmir did not Pakistan rake up the resolution of the Kashmir dispute ?
The state of Jammu and Kashmir is the only state where the laws passed by the Parliament are not applicable to Jammu and Kashmir.Each law has to be approved by the legislature.And if several hundred laws have been made applicable to the state it has been done after the state legislature gave its approval. And for most of the time the state legislature had the majority members from National Conference. Dr Farooq talks of internal autonomy.But will restoration of internal or greater autonomy satiate the hunger of Pakistan for Kashmir ? Will the separatists accept it as the final solution to the Kashmir issue ? certainly not.
Why tnen Dr Farooq rakes up internal autonomy issue ? Does he expect to become the Governor of the state once internal autonomy is restored ?
