Men from south Kashmir run JK Govt

Srinagar, Nov 20: Call it fate or coincidence, but at a time when south Kashmir is traditionally seen as Peoples Democratic Party stronghold, faces from Anantnag, Pulwama, Shopian and Kulgam districts dominate key posts in the corridors of power in the PDP-led government.
From Chairman Public Service Commission to Chairman Board of Professional Entrance Examinations to Director Sher-e-Kashmir Institute of Medical Sciences Soura, many of key chairs are with the people hailing from south Kashmir. At least six of the 10 DCs in the Valley are also from the south.
Officials said PSC Chairman Latief uz Zaman Deva is from Anantnag and Chairman Board of Professional exams Hilal Ahmed Parray is from Kulgam.
Director SKIMS Dr AG Ahangar is from Tral.
Likewise Director Education Aijaz Ahmed hails from Shopian whereas outgoing Commissioner of Srinagar Municipal Corporation is from Anantnag. Director Estates GN Itoo is from Dooru; Director Social Welfare Department Hashmat Ali Yattoo is from Bijbehara.
Bashir Ahmed Dar, the Special Secretary to Chief Minister hails from Anantnag while Arshid Ayoub who is Special Secretary to Chief Secretary is also from the same district. Interestingly, the two are believed to be belonging to the same village.
State Hajj Officer Syed Qamar Sajad is a resident of Dooru whereas Chief Executive Officer of Wakf Board Fayaz Ahmed Wani is also from Anantnag. Chief Executive Officer of Pahalgam Development Authority, Mushtaq Ahmed Samnani is from Pulwama. Secretary Sports Council Waheed Ur Rehman Parra is from Pulwama.
Officials in the Civil Secretariat said it is for the first time that a politician is heading the Sports Council, which is likely to get Rs 200 crore funding from the Union government.
Apart from these posts, at least six of the ten District Commissioners of Kashmir province hail from south Kashmir.
Officials said DC Kulgam Showkat Aijaz Bhat hails from Shopian. DC Pulwama Muneer ul Islam hails from Dooru while DC Shopian GM Dar hails from Pulwama.
DC Ganderbal Tariq Ganie on the other hand hails from Mattan. DC Budgam Sajad Ganie is from Anantnag while as DC Srinagar Farooq Lone is also from Anantnag.
Officials said Deputy Director Information Zahoor-Ul-Haque Sheikh, who is presently looking after the media affairs of the Chief Minister is from Tahab village of Pulwama district.
Some senior officials in the Civil Secretariat said the prevalent system of empowering a particular region is against the "natural ethics of governance." "This may be a misconception in our minds but the ruling party must clear the air over the issue. Hope media highlights this issue," said a group of IAS officials in the Civil Secretariat adding that this happens nowhere else in country.
Some of the close aides of the PDP led government told Early Times that there is no discrimination but the government wants to "win back the hearts of the people" of south Kashmir, as this area remained the hub of unrest, which erupted in the wake of killing of militant commander Burhan Muzaffar Wani and his two colleagues on July 8. "We need to win back the confidence of the people," said a senior official privy to decision-making, asking not to be named.
When contacted PDP General Secretary Nizam Ud Din Bhat, said this question of "why faces from south Kashmir dominate corridors of power" should be posed to the "government and not the party." "We are just a party ask this question to government," he said.
When told that his party PDP is ruling the state, he said the question should be posed to Government Spokesman Naeem Akhter. "We should ask this question to government spokesman Naeem Sahib," Bhat told Early Times.
Despite repeated attempts, the government spokesman could not be contacted for comments.
