Backdoor posting 'industry' thrives in Forest Deptt

Jammu, Nov 22: The Forest Department has accommodated over 300 grade-II Range Officers against the sanctioned 106 posts of grade-I Range Officers across the state.
Well-placed sources in the department told Early Times that junior most grade-II ROs have been posted against the sanctioned strength of grade-I ROs.
"In Jammu, 150 grade-II ROs are holding the charge of grade-I ROs, while in the Valley, the number goes beyond 200," sources said, adding that there are over 10 wings in the department where unabated posting of grade-I ROs is being done with impunity.
"Territorial, Wild Life, Social Forestry, Environment and Remote Sensing, Soil & Water Conservation and other wings of the department are flooded with posting of grade-II ROs".
They said the autonomy being enjoyed by the grade-II ROs under patronage of higher authorities does not end here.
"After sanctioned posts of 106 of grade-I ROs, the influential are still 'buying' prize posting by paying hefty amount", alleged one of the grade-I ROs awaiting posting.
He said that after Sidhra incident where forest official raised voice against autocracy of the minister concerned, five ROs were removed from the posts and grade-II ROs are all set to occupy these posts.
"In a recent order, junior most Foresters with seniority number of 267, 273 and 281 of 2008 batch have been placed as Incharge ROs. It was beyond imagination under which rule these people were placed as ROs of sensitive ranges", sources added.
They said that eligible grade-I officers are working like clerks and their specialized services are not being utilized.
"Senior and highly qualified persons are sitting aside and junior are acting as their bosses. Qualification and rules have no value in the department", they added.
Notably, due to nepotism in the department, over 200 officers with 'fake degrees' have secured promotions while enjoying the patronage of top bosses and politicians.
