Appointment of Registrars at GMC Srinagar comes under scanner
Blue-eyed PSC confirmed docs figure in selection list, non-PSC medicos left high & dry

SRINAGAR, Nov 27: The state government and its institutions have a habit of framing rules and regulations and then violating the laid out norms so as to accommodate their 'blue-eyed' ones in the different institutions. Same has happened with a premier health institution of the state.
Sources told Early Times that some of the 'blue-eyed' persons were appointed as Registrars at Government Medical College (GMC) Srinagar. This is despite the fact that these 'favorites' were not eligible to be selected as Registrars with the guidelines being clear in this regard.
"There is an SRO that the doctors confirmed by Public Service Commission (PSC) cannot apply for the posts of Registrars at the Medical colleges of Srinagar and Jammu. However, despite this fact some of the blue-eyed PSC confirmed doctors were appointed as Registrars at GMC Srinagar. As such the people at helm threw the norms to the wind so as to accommodate the blue-eyed ones," said sources.
Sources said that interviews for the selection of Registrars at GMC Srinagar were held on Saturday with most of the 'blue-eyed' ones making it to the selection list. The selection of the favourite doctors has once again proved that 'rules' are for 'fools' and when it comes to accommodating their dear ones the government is ready to walk an 'extra mile'.
"The doctors not confirmed by PSC were left high and dry since they were not selected as Registrars at GMC Srinagar. The non-PSC doctors should have been selected, but that was not be since the PSC confirmed doctors made it to the final list. As such the deserving candidates were denied the opportunity of being appointed as Registrars," said sources.
Sources said that PSC confirmed doctors produced an affidavit that they have resigned from their present places of posting and as such they should be considered for the posts of Registrars at GMC Srinagar. This sources said is not permitted and the PSC confirmed doctors as such should not have been considered for the posts of Registrars at GMC Srinagar.
"The PSC confirmed doctors were favourites of the people who carried out the entire interview process. In order to accommodate their favourites the interviewers played a fixed match with the PSC confirmed doctors being asked to produce the affidavits so that some legality is given to their selection," said sources.
Sources said that the health department had rejected the application of its doctors who wished to apply for the posts of Registrars at GMC Srinagar. They said that despite the rules and regulations being against them the PSC confirmed doctors were selected as Registrars at GMC Srinagar.
"It was decided in the court of law that the PSC confirmed doctors would not be considered for the posts of Registrars at GMC Srinagar. Some of the doctors had prayed for interim relief, but that too was rejected by the health department. But still then the PSC doctors got selected as Registrars at GMC Srinagar," said sources.
