Police declines to register rape case, asks accused to marry victim

rajouri, Dec 1: In brazen violation of norms the Station House Office of a Police Station here has allegedly declined to register a rape case, asking the accused to marry the victim.
Sources said around a fortnight ago a girl's family approached the police station to file a case of rape of their daughter.
Sources said the family gave a written complaint to the police station begging before the cops to file the case. The police, however, dilly-dallied the registration of FIR on one pretext or the other.
Infact, the sources said the SHO ended up playing a "self-styled court of law" which pronounced the "judgment" in the case by asking the family of the accused to get their son married to the complainant girl.
It was reliably learnt that the SHO got summoned the father of the accused to the police station through Munshi of the thana. The munshi is understood to have spoken to the family on behalf of the SHO. Early Times is in possession of relevant evidence in support of the story.
The Munshi, as per the insiders, told the father of the accused that police was avoiding to file case only for the face-saving of the family as otherwise they would land in big trouble.
The police official told that man that if he files the case against the accused, even the father, who is a government servant, will land in trouble. "It will take you lakhs of rupees to fight the case in the court of law so I have a simple deal for you that you go as per our directives," the insiders quoted the police as having told the father of the accused.
The police told that family that as it was helping them by not filing FIR and that they should do some "seva of the cops."
On the other hand the police asked the victim's family to avoid registration of FIR as otherwise it would lead to "beti ki badnami."
But the family of the accused is understood to have declined to buy the police deal. "We won't marry our son to that girl because he has not raped her," the family has told police.
This has put the police in a really tight spot. "If the rape case is filed, the police won't get any money, so to keep scope of getting money police wants to persuade the twin families for compromise. But in doing so the rights of the victim are being crushed. Police inaction in this case is a rape of rape case," said a lawyer, in know of the matter.
A senior police official said the department was unable to act against the accused SHO as he enjoys influence in the corridors of power.
Meanwhile the families have appealed Chief Minister Mehbooba Mufti, Deputy Chief Minister Dr Nirmal Singh and the Director General of Police to look into the matter.
