Wary of tests, unemployed youth appearing for job tests slam Government policy | 400% increase in unemployment in JK in last 5 years | | Asif Iqbal Naik KISHTWAR, Feb 14: Several unemployed youth of Kishtwar district slammed the government policy of advertising lesser posts for various government departments either through Jammu and Kashmir Service Selection Board or through District board in recent times which according to them is a financial burden for over 6 lakh unemployed youth of the state particularly for the youth living in remote parts of the various districts of the state. While talking to the "Early Times", several unemployed youth who had appeared for written test for the six posts of Junior Computer Assistant in Rural Development Department held at Boys Higher Secondary School Kishtwar have stressed need for advertising more posts in a single go so that unemployed youth did not suffer on account of financial implications. "I have travelled for three days on foot to reach Kishtwar for appearing in the written test for one post of Junior Computer Assistant advertised for Marwah block of Kishtwar district" said Asif Malik of Marwah. He said that Marwah area is presently cut off from rest of the state due to presence of heavy snow cover and continuous snowfall in the area. He said that the area is without any road connectivity and added that under normal circumstances it takes two days to them to reach district headquarter Kishtwar, but during winter season it took three days to them to reach Kishtwar. He said that over 20 unemployed youth from Marwah block has turned at Kishtwar for taking part in the written test. He said that earlier the test schedule was for 12th of February, but it was later postponed by a day. He said that each candidate has spent at least Rs. 5000 for travelling and stay at Kishtwar. Gulzar Ahmed of Warwan also expressed similar concern. He said that the people living in Warwan area are poor and have no source of income to send their children regularly for job test or interviews at district headquarter. He demanded for holding of job test or interview at block level so that the unemployed youth could not suffer on account of financial implications. He also advocated for advertisement of bulk of posts in one go. Rohit Sharma of Kishtwar said that government must need to create more job avenues in private and industrial sectors. He said that the number of unemployed youth is much more than the posts advertised by the government. He said that the local public representatives must need to come forward for securing the jobs for unemployed youth in various public and private undertakings. He said that the local MLA Kishtwar who is Industries and Commerce Minister in the government must formulate a comprehensive unemployment policy by introducing/promoting small scale industrial units at Kishtwar so that unemployed youth could get job opportunities in these units. Another unemployed youth preferring anonymity said that advertisement of posts at small scale has become a money minting machine for the government. "They are charging Rs. 400 to 500 per application from the unemployed youth--- while the actual cost of the said application form is not more than Rs. 20," said that unemployed youth. He said that government is befooling the unemployed youth by advertising few posts and added that as per the details available with various agencies, over 80000 posts are lying vacant in different government departments. He said that government must reduce the application form fee from Rs. 400/500 to Rs. 50 so that unemployed youth could not suffer. Meanwhile several unemployed youths hailed the new procedure of holding written test for various posts advertised by the government. They said that fresh move will help to curb the menace of fake certificates, beside will minimize the political influence while selecting the candidates. They did not say that many youths have purchased degrees/diplomas from private study centers with high percentage marks, while actually they have not attended the colleges nor have any knowledge about the said field. They also demanded for strengthening of recruitment system, beside advertisement of bulk posts. Many of them said there is a need to formulate a comprehensive policy for the unemployed youth of the state and added that they are struggling and fighting to get jobs and demanded that at least Rs. 2000 stipend should be given to the unemployed youth. They also slammed the new job policy of the government according to which every person who is appointed on any government post is entitled for only basic pay salary for first five years of service. It is pertinent to mention here that the state of Jammu and Kashmir tops on the list of unemployment in the country. As far as number of unemployed persons in the state is concerned, it has more than 6.11 lakh registered unemployed youth which constitutes 5.30 % of total population of Jammu and Kashmir, the ratio which is highest in any state of India. The National average percentage of unemployed youth in India is 2.60%. In 2007 Jammu and Kashmir have 1.10 lac unemployed youths and in the year 2011 and 2012, the total strength of unemployed youth in Jammu and Kashmir touches 6.11 lakh, which is over 400% increase during last 5 years. |
