Beyond tall claims: J&K performs dismally in employment generation | Unemployment amongst rural youth alarming | | Kunal Shrivatsa JAMMU, Feb 14: Tearing apart state government's declarations that a number of provisions have been made over the last five years to provide employment avenues to the youth, the analysis of data revealed in Economic Survey of J&K 2013-14 has indicated that J&K infact fared poorly in removing unemployment from the state as compared to national as well as its neighbouring states. The survey on employment-unemployment carried out by National Sample Survey Office (NSSO) provides estimates on various characteristics pertaining to employment and unemployment at the national as well as state level. The latest NSS Survey- 68th round conducted during July 2011-June 2012 throughout the country constitutes an important source of information on unemployment. The unemployment rates revealed for J&K State in comparison to All India figures have pointed out that the national level indicator was lower than that of state level. The figures of Survey revealed that in rural areas of J&K, the unemployment rate among males under Usual Principal Status (UPS) category was 2.7 percent while under the Current Weekly Status (CWS) group, their percentage was 3 and under the Current Daily Status (CDS) grouping, the unemployed rural males were 5 percent. While looking at the figures of female employment in rural pockets of J&K under three different categories, the statistics have revealed that the rate of unemployment is alarmingly very high among the fair sex in villages. The rate of percentage among rural females of J&K under UPS category was 16.6 while in the group of CWS their percentage was 6.3 percent and under the category of CDS as many as 11.8 percent of rural women have no employment. The overall unemployment (both males and females) in the state under UPS was 3.9 percent, in the category of CWS it was 3.8 percent while under CDS it was 6.1 percent. In comparison, the All India level figures for the rate of unemployment among rural males and females separately indicate that percentage of male unemployment in rural areas under UPS category was 2.1 while under CWS group as many as 3.3 percent of rural males were unemployed and the percentage of males unemployed under CDS was 5.5. On the other hand, the national level female unemployment ratio stands at 2.9, 3.5 and 6.2 percent under UPS, CWS and CDS categories respectively. The combined All India level unemployment figures for rural areas (male + female) revealed that 2.3 percent of rural men and women are unemployed in the group of UPS while under CWS the number is 3.4 percent and the persons unemployed under CDS were 5.7 percent. If the scenario is not upto the mark as far as employment generation is concerned in rural areas, the situation is even worse in the urban pockets of the state since the rate of unemployment in cities is higher among males and females in contrast to villages. The percentage of unemployed among urban males in J&K under UPS category was 4.7 while the ratio of unemployment among females under the same group was 25.6 percent. The overall percentage was 7.8 percent. In the CWS category, the figures indicated that 4.5 percent of males and 21.8 percent of females were unemployed in urban areas. In this group, the overall percentage of persons having no employment was 7.60. The figures are also dismal under CDS category in urban pockets of J&K wherein the male percentage of unemployment was 5.3 while 24.2 percent of females remained jobless during the period. In the CDS grouping, the total number of persons who have no employment in state's urban areas stood at 8.4 percent. While the national level figures revealed that 3.2 percent of males and 6.6 percent of females under UPS with total percentage of 3.8 percent, as many as 3.8 percent of males and 6.7 percent of females under CWS with overall percentage of 4.4 percent while 4.9 percent of males and 8 percent of females under CDS with a net percentage of 5.5 were bracketed as unemployed. The data revealed that the unemployment rate for (rural+urban), taken as combined, under UPS was 4.9 percent, under CWS it was 4.7 percent while as the indicator for CDS was 6.7 percent as against this the All India level indicator was lower than that of state level under all the three approaches as indicated in the survey. The national figures for UPS was 2.7 percent, under CWS it was 3.7 percent while in the group of CDS it was 5.6 percent. For calculation of unemployment rate, it may be noted that the unemployment indicators were worked on three basic principles including Usual Principal Status (UPS)- Indicator of chronically unemployed, Current Weekly Status (CWS)- Indicator of chronic and seasonal unemployment and Current Daily Status (CDS)- Indicator of unemployment on a day of the conduct of survey.
