4 years on, appointment of Electricity Ombudsman nowhere in sight | | |

Jammu, Aug 10: Failed miserably to streamline the declining power scenario in the state and to reduce ever increasing Transmission and Distribution losses, the incompetence of Chief Minister Omar Abdullah, who also holds Power portfolio, can be gauged from the fact that his government has failed to appoint Electricity Ombudsman even after the lapse of more than four years. Sources told Early Times that on one hand state government always cried hoarse over ever increasing transmission and distribution losses which are increasing each passing day but the proposed remedies were nowhere in sight. They said that the Transmission and Distribution losses in Jammu and Kashmir are alarmingly high and the main motive behind establishing an institution of "Electricity Ombudsman" was to provide respite to consumers, and a platform to highlight their complaints due to ill functioning of the power department, and their speedy redressal but Power Development Department (PDD) has so far failed to appoint much awaited "Appointment of Forum for Redressal of Grievances of Consumers" commonly called as Electricity Ombudsman. Sources informed that Union Power Ministry had repeatedly reprimanded the state government increase revenue from electricity, bring down power purchase bill and Transmission and Distribution (T&D) losses, which were currently around 65 per cent by adopting various measures, but the state government has failed to comply with including appointment of Electricity Ombudsman. "State Electricity Regulatory Commission (SERC) on June 10, 2010 had issued a notification for appointment of Electricity Ombudsmanunder Jammu and Kashmir Electricity Act 2010,and its secretariat but for the last four years, the file has been moving from one table to another at civil secretariat", sources said. "The file for the appointment of Electricity Ombudsman was returned by Finance department to PDD department on August, 29, 2013. "The file was sent to Finance department by PDD for getting financial concurrence and recently the file has been returned. It is yet not clear that whether the financial concurrence has been accorded or not", sources said. They further informed that the file was forwarded by Finance department to PDD. "On the same day when the file was returned by Finance department, same was sought by Principal Secretary but so far the status of file is not known", sources said.
