Bhim does U-turn, says WC Report wrongly implemented | Constituting Delimitation Commission | | Rustam

JAMMU, Feb 16: Jammu & Kashmir National Panthers Party (JKNPP) chief patron Bhim Singh, who is known for his inconsistent views on almost all issues, has urged the State Governor, NN Vohra, to constitute delimitation commission so that the existing assembly constituencies are delimited de novo and Jammu gets proper representation in the Assembly. He wants the State Governor to issue an Ordinance to this effect and he made this demand only on Saturday. It is not only the JKNPP which has been demanding the constitution of delimitation commission since long. The BJP has been urging the authorities to concede the age-old demand in Jammu for adequate representation in the Assembly, saying the area of Jammu province is two-time that of Kashmir Valley and the number of voters almost equal to that of Kashmir. It was NC government that had amended the Representation of People's Act in February 2002 and barred the delimitation of constituencies for almost four decades. There was nothing new in what Bhim Singh said. However, while urging the State Governor to issue an Ordinance on constitution of delimitation commission, he also did a complete U-turn on the creation of eight new districts in Jammu & Kashmir during the time of Ghulam Nabi Azad. He pointed out that "eight additional districts were created in utter infringement of Wazir Commission's recommendations". The line he took Saturday was altogether different from what he took in July 2006. Only he could do it. After all, he had taken several U-turns in past as well. The Government of Azad had subverted the recommendations of the Wazir Commission Report on new districts and implemented it in a wrong way. It decided to set up four new districts each in Kashmir Valley and Jammu province on July 7, 2006, despite the fact that there was no demand whatsoever for new districts anywhere in the Kashmir Valley - a fact which was candidly admitted by Azad himself. The Wazir Commission had recommended three new districts of Samba, Kishtwar and Reasi in Jammu province and one more district of Bandipora in Kashmir, but Azad subverted the report and created four districts each in Jammu province and Kashmir Valley, saying he believed in the principle of justice and equity. The decision of the Azad Government to create an equal number of districts in Kashmir to maintain parity between Jammu province and Kashmir Valley ignoring the factors which had necessitated the appointment of a high-powered Wazir Commission more than 35 years ago had evoked a very strong reaction in Jammu province with activists denouncing the decision and dismissing Azad as an anti-Jammu Chief Minister. It was the pressure from below in Jammu which had forced Chief Minister Sheikh Abdullah to appoint a commission to look into the demand in Jammu for more districts. What was the attitude of the JKNPP and its supreme leader Bhim Singh towards the anti-Jammu decision of the Azad's Government in July 2006? Bhim Singh had hailed the decision the day it was taken. Addressing media persons in Jammu, Bhim Singh had claimed the creation of new districts in Jammu Division as the "fruits of party's agitation launched in 1983" and termed the decision as the "victory of people of Jammu region and their sacrifices". |
