Charak's fate in limbo as case pending for regular inquiry at SAC | Rs 30 cr Ganpat Bridge project scam | | Peerzada Ummer ET Report Jammu, Feb 21: The corruption case filed against the former Minister, Gulchain Singh Cahrak, in Ghulam Nabi Azad government, is pending for regular inquiry in the State Accountability Commission since 2012. Sources told Early Times that a breakthrough in the case is expected in very near future as the case continues to remain shelved since years. On March 27, 2012, SAC issued notices to Gulchain Singh Charak former Minister for works, several officers of the Jammu and Kashmir Project Construction Corporation (JKPCC) and a high profile private contractor taking cognizance of a complaint with regards to Rs 30 cr Ganpat Bridge project and also sought comments from Chief Minister Omar Abdullah who was the Chairman of the Corporation. Speculations were galore at that point of time that several other projects worth crores were allotted to the same contractor allegedly at the behest of politicians and bureaucrats and the codal formalities were ignored. Sources disclosed after the SAC notice that two important road projects which were alloted to AK construction 215 Bahu Plaza Jammu besides Ganpat bridge included 15 kms Changa- Kal Jugasar road worth Rs 22 cr and 18 kms Gandoh- Jei road at a project cost of Rs 25 cr. "Both these projects along with the Ganpat bridge were allotted to AK Constructions at the behest of a senior bureaucrat who was the principal private secretary to then Chief Minister Ghulam Nabi Azad and a Congress MP of the state" they added. In a bid to undermine the tendering process on these projects worth Rs 77 cr, the bureaucrat constituted a committee comprising then Chief Engineer R&B M M Sharma, then MD JKPCC Mohammad Subhan Najar and then commissioner secretary R&B, who recommended that AK Constructions was competent and capable of handling such projects and had accomplished similar projects in the past to the satisfaction. Following the recommendations of the committee the works were allotted to the said contractor. Sources added that crucial Ganpat bridge project was abandoned by the contractor for years, only the earth work had been done on both the projects while the payments were released by the department without verifications under the political pressure. While all the three projects of vital public importance were still incomplete, the benevolent bureaucrat and the politician got palatial farm houses made by the contractor at Bajalta and old Samba road respectively, claimed the sources. SAC in its notice questioned how JKPCC could grant the contract for the construction of the said Bridge to M/s A.K. Constructions, Builders and Engineers without inviting tenders and without demanding security or Bank guarantee release an amount of Rs 2.66 Crores in favour of the contractor as mobilization amount. The Bridge which was intended to be completed within a period of about two years has not been completed even today, when about five years have come to pass and Crores of rupees have gone waste, SAC observed and issued notices in this regard to the above mentioned parties and asked for appearing in person and file statement of defence. State Vigilance Organization (SVO) registered FIR NO 15/2011 regarding this contract. According to the VOJ Case verification conducted into the matter, it was revealed that Mohammad Subhan Najar, the then Managing Director, J&K Project Construction Division (JKPCC), Nazir Ahmad Shah, then Chief Engineer R&B Kashmir, M.M. Sharma then Chief Engineer R&B Jammu, Daleep Thusoo, then General Manager, JKPCC, Jammu, V K Channa the then DGM JKPCC Unit IX Doda, S.K.Seth, the then DGM JKPCC, Gopal Sharma the then Assistant Engineer, JKPCC Doda and AnilKumar Sharma Prop of M/S A.K. Constructions Private Ltd entered into a criminal conspiracy among themselves and in pursuance thereof, JKPCC arbitrarily and without inducing any competition awarded contract for tendering for construction of balanced cantilever bridge over river Chenab at Puldoda, Dodain favour of A.K. Constructions Pvt Ltd. |
