Khurshid Ganai's hopes dashed as Mufti govt appoints Latief Deva as new Chairman PSC | Former nominated members also replaced by fresh faces | | Jehangir Rashid

SRINAGAR, Mar 15: In a major setback to Financial Commissioner, Industries and Commerce, Khurshid Ahmad Ganai the state government headed by Mufti Mohammad Sayeed today ordered for the appointment of Abdul Latief Deva as the chairman of Jammu & Kashmir Public Service Commission (J&K PSC). Deva's appointment as J&K PSC Chairman comes as a virtual shock to Financial Commissioner, Industries and Commerce who was in October last year appointed as head of the J&K PSC. However, this could not materialize as objections were raised by Governor Narendra Nath Vohra over the appointment of some members to the Commission by then National Conference-Congress state government headed by Omar Abdullah. The Cabinet which met under the chairmanship of Chief Minister at Jammu today morning approved the appointment of Abdul Latief Deva, as Chairman, Jammu and Kashmir Public Service Commission. The cabinet also approved the appointment of the members of the Commission that is virtually member less as on date. The other members of the Commission approved by Cabinet include Professor Reshi Dogra, ex Registrar, Professor Mushtaq Ahmad Wani, retired Principal, Indu Kelam retired Professor, G.R Bhagat, retired IAS officer and Munshi Muzaffar Hussain, retired KAS officer. On October 10, 2014 the then state cabinet headed by Omar Abdullah announced the nomination of chairman and members of the J&KPSC. While Khurshid Ahmad Ganai was made the chairman of the Commission six other persons were nominated as the members of the Commission. The members who were nominated to the Commission at that time were Sheikh Mushtaq Ahmad, Mukherjeet Sharma, B R Lachotra, Wali Mohammad Bhat, Dr. Tejit Singh and Dr. Farooq Ahmad Kaloo. The nomination of Ganai as chairman of J&KPSC had not gone well with the people in general since the bureaucrat at that time had one year of regular government service. Ganai virtually gave up his one year of active government service since he fully knew that he is in a win-win position. As his nomination was for five years it was quite obvious that this bureaucrat would have a gain of four years. Ganai would have remained as chairman of J&KPSC upto 2019, but his hopes have been dashed with the appointment of Deva as Chairman J&K PSC. The appointment of Ganai and other members to the Commission was objected to by the Governor. Vohra in fact sent back the file with a note that serious allegations have been leveled against some of the members of the Commission. The vigilance clearance was not given with respect to the 'tainted' members and as such the Commission was turned into a member less body. The appointment of Ganai as J&K PSC Chairman along with the other members was done in hush-hush manner just few days before the imposition of Model Code of Conduct in the state for the assembly elections held in November and December last year. The urgency by the state government at that point of time sent wrong signals and it was seen as a move to rehabilitate some of the 'tainted' officers. |
