Thanks to PHE, WSSO dies of miscarriage | | | Arun Singh Early Times Report
Jammu, Mar 15: The lackadaisical attitude of Public Health Engineering (PHE) Department can be gauged from the fact that it had constituted a Water and Sanitation Support Organization (WSSO) as facilitating agency to prepare water security plan nearly five years ago but organization is lying defunct as it has done nothing in this regard till date. Sources in PHE Department told Early Times that in order prepare water security plan to ensure the availability of clean drinking water in rural areas of the state and under State Water and Sanitation Mission (SWSM), PHE Department had set up Water and Sanitation Support Organization during 2010. "The Water and Sanitation Support Organization constituted in January 2010 comprised of Chairman (Secretary) PHE Department and nine members drawn from PHE Department and the organization had to function as a facilitating agency and assist in preparation of water security plan or act in any manner in the planning, implementation and maintenance of Rural Water Supply projects/ schemes in the state," they said. Sources alleged that despite having full-fledged organization, it did nothing in last six years to materialize the actual objective of the schemes to ensure adequate availability of drinking water in remote rural areas, where the demand of the portable water had been remained one of the major issues. They further said that as per the programme guidelines the State Government has to set up Water and Sanitation Support Organization (WSSO) under State Water and Sanitation Mission (SWSM) to deal with National Rural Water Quality Management and Surveillance (NRWQM&S), MIS/ Computerization project, M&E and IEC&HRD (CCDU), R&D, etc, for which 100 percent funds are provided by the Government of India. "The WSSO is to act as a facilitating agency and function as a bridge between the Department and the Community Organizations, assisting the Panchayati Raj Institutions. And VWSCs to prepare water security plan and to plan, implement and maintain Rural Water Supply (RWS) projects/ schemes based on the water security plan," they informed. |
