JAMMU, Apr 1: Both the house of Legislative assembly as well the Council today witnessed a curious proceedings over power additionalities that saw an inquisitive replies and counter replies from the treasury benches and the opposition while the speaker and the chairman of both the houses requiring to interfere to put an end to bedlam.
In the lower house as soon as the day's proceedings started the NC MLAS-all from Kashmir rose to a protest alleging the discrimination with Kashmir over the distribution of power additionalities to both the regions saying that Jammu has been given the major chunk while Kashmir ignored .
The NC MLAs included Nazir Gurezi, Ashfaq Jabbar , Shamima Firdous and Abdul Majeed Bhat along with the independent candidate from Langate Rashid rising to create bedlam in the House .
They alleged that Jammu was given a power additionality of Rs 2.5 cr to meet the extra burden of the region while Kashmir was given Rs 1 crore.
The House was taken to total chaos by the Kashmiri NC leaders while the Jammu NC leaders like Devender Rana remained glued to their seats being the mute spectator to the whole chaos.
The Speaker Kavinder Gupta's repeated plea to hue and cry by Kashmiri NC MLAs was taken seriously as he had to adjourn the assembly for 10 minutes.
After the house re-assembled again, the Forest Minister speaking on behalf of deputy chief minister who hold the charge of power said," the additional amount to Jammu region was allocated as a buffer stock for transformers which go defunct in the summer season with the mercury touching 45 degree and above. Moreover there is no such case of imbalance to a particular region. Any further additionality would be equitably distributed ".
This too did not satisfy the opposition NC MLAs while Abdul Majeed tore the copy of day's business and threw it at the Speaker.
To maintain the order in the House , the Speaker ordered for marshalling out of the frenzied MLAs.
However no other important question could be raised in the question hour that saw the pandemonium hurting the entire question hour.
In the Upper House also, the same issue rocked the house with Showkat Ganai, Bashir Veeri and Ali Mohammad Dar , all of NC again singing the same tune.
While the chairman, Jehangir Mir, requested the MLAs to let the question hour proceed smoothly, the NC MLAs said ," It is important," to which the chairman replied - Kya ye aap dono ke liye hi important hai .
However when the NC MLAs did not stop with their swangsong, Mir reciprocated - Bada Ho Gya Kashmir Kashmir …Bas Karo ….Har Cheez Main Kashmir, Poonch Rajouri kyun Nahi …Doda, Kishtwar Kyun Nahi
This left the shrieking NC MLAs voice to nadir members' that left the members shrieking to come to nadir. |
