CS reviews implementation of 'Make in India' & 'Ease of doing business' Programme | | |  Early Times Report
JAMMU, APRIL 20: The Apex Committee headed by Chief Secretary, Iqbal Khandey, for the implementation of the 'Make in India Programme' and 'Ease of doing business' in the State, on Monday, took some significant decisions towards ensuring that the regulatory mechanism is more conducive to starting and operation of a business unit. The Apex Committee reviewed the existing procedures prevalent in the Industries and Commerce department and other government departments that regulate the setting up of industry in the state and suggested major reforms in this regard. Chief Secretary, Iqbal Khandey, who chaired the meeting here, said "the suggested reforms will make it easier to do business and reduce the complexity and cost of complying with the business regulations and at the same time strengthen the legal institutions." Khandey said "for starting a business, smallest number of procedures should be required and the shortest time to fulfill them and Government is working towards ensuring that reforms create such an enabling framework for stimulating business in the state. The committee recommended revival of district level single window clearance system headed by DDC, for setting up of business unit in micro and small scale industry sector no certification to be insisted upon during pre-registration phase, simplifying and removing all bottlenecks in the procedure for allotment of land, empowered single window clearance system at District, Divisional and State level besides many other reforms. Special emphasis was also laid on inter-departmental coordination to fast-track clearances and extending facilities and support to the investor. The Apex Committee held extensive deliberations on issues related to entry points viz Lakhanpur and Lower Munda, Toll Tax, Entry Tax, VAT etc and suggested measures in this regard. It was also decided that the Apex Committee shall be meeting regularly to improve upon the various aspects of 'Ease of doing business' initiative. Financial Commissioner, I&C, Mr Khursheed A Ganai, Principal Secretary, P&D, Mr B R Sharma, Principal Secretary, PDD, Mr Sundeep Nayak and Administrative Secretaries, senior officers and representative of various Industry Associations were present in the meeting. |
