Teachers paying from pockets to keep Mid Day Meal scheme alive | | | Bivek Mathur Early Times Report Jammu, May 19: In what could be termed as shameful for the state's Education Department, teachers are paying from their own pocket to run the Mid Day Meal (MDM) scheme of the Union Government due to delay in the release of funds from the State Finance Department to the schools. As per a document in possession of Early Times, the average delay in the release of funds from the State Finance Department to the schools is 3 months, whereas in other states, it is mandatory to provide finances (cooking cost, honorarium to cook-cum-helpers) to the schools 3 months in advance. Union Secretary for School Education and Literacy (SE&L) has given clear cut directions to the State Education Department to track the time taken in release of funds at every level & ensure time bound releases from State Finance Department to implementing agency through their State Directorate. She suggested that State should ensure to keep financial releases (like cooking cost, Honorarium to Cook-cum-helpers etc.) 3 months in advance (like in Green Channel System) at the disposal of the school authorities on the lines of practices being followed in other States. Further the report reads that funds are not provided directly to the schools but through some intermediary which the Union Secretary has taken strong exception of and has suggested the state that funds should be directly transferred from District to School by keeping in view of 3 month advance payment with clear cut direction that fund should not be held / parked at any level in any circumstances even in transferring fund from District to School. Union Secretary has also taken strong exception of delay in the release of Minimum Mandatory State Share (i.e. within 7 days from the date of Central Assistance released by MHRD) and has asked the state representatives to look personally into the matter with the intervention of Chief Secretary. Further the Education Department of the State has been requested to release the Minimum Mandatory State share on time so as to facilitate the timely release of installments by the Ministry of Human Resource and Development (MHRD). |
