Non-teaching staff recruited illegally | Anarchy in CUJ-II | | Early Times Report jammu, May 29: Administration of Central University of Jammu (CUJ) has recruited non-teaching staff without advertising the posts. Moreover, prior to his retirement, the then vice-chancellor Prof Billowria, abusing model code of conduct in 2014, made appointments for various categories. Sources informed Early Times that just like university changed recruitment criteria for teaching positions, same procedure was repeated in non-teaching recruitment also. "From August 2011 to March 2014 no advertisement/recruitment for permanent not teaching except Assistant Registrar post or even for contractual posts have been made. This has been done only to appoint persons arbitrarily on different posts so that they can have advantage of the relevant experience as and when permanent posts are advertised and filled up at the cost of the open merit and competition," said the sources. They added that during general election of 2014 when model code of conduct was enforced, university started the recruitment process of non-teaching posts to give undue benefit to their political masters. They said that some professors who have not fulfilled required academic performance indicators (API) as per UGC guidelines, were also appointed. "The university also issued appointments letters to professors, associate professor without selection committees in the eminent category. In similar case, the vice chancellor of central university Himachal Pradesh did not conduct selections for teaching and non-teaching posts though posts were advertised well in time as general elections were announced and code of conduct was in enforce," the sources said, adding that the VC, CUJ chose teaching and non-teaching staff without following due process of selection. "For Class-IV posts, substantive position selection criteria was framed in such a way that only candidates having less than 45 percent marks were called for interviews that too without notifying the selection criteria prior to interviews," said the sources, adding that the CUJ hired five to six consultants for running the affairs of the university, although university was having a regular pro-vice chancellor and registrar besides EDCIL, government of India. |
