Government makes Municipal Committees of Pahalgam, Gulmarg completely 'defunct'

SRINAGAR, June 18: Instead of correcting its wrongs the state government has went a step ahead in making the municipal committees of Pahalgam and Gulmarg defunct in the real sense.
The people at helm have taken decisions with regard to the sanitation and maintenance of the two municipal committees located in the world famous health resorts of Kashmir. The government has already dealt a severe blow to the employees working in the two municipal committees by abolishing them through two separate SROs.
Commissioner Secretary, Housing and Urban Development Department, Bipul Pathak convened a meeting with respect to the deployment of permanent staff of municipal committees of Gulmarg and Pahalgam. The meeting was attended by some of the senior officers of the department and some decisions were taken. "The permanent staff of these committees shall be deployed in the respective Development Authorities on as is where is basis. Chief Executive Officer of the respective Authorities will work out modalities of deployment with Directorate of Urban Local Bodies, Kashmir," reads the decision issued under order number HUD/LSG/ULBK/117/2015 dated 2-6-2015.
The order reads that the Development Authorities have to provide the facilities/amenities, earlier provided by the municipalities, to the inhabitants of these areas. It added that measures should be taken so that it is ensured that the Authorities deliver the same without causing any disadvantage to the local population. The order read that the matter regarding the lien of the employees working in the municipal committees of Pahalgam and Gulmarg shall be dealt separately. Those who attended the meeting include Additional Secretary, Housing and Urban Development Department and Senior Law Officer, Housing and Urban Development Department. It would be in place to mention here that the government's decision of abolishing the municipal committees of Pahalgam and Gulmarg attracted condemnation from the different quarters. The employees of the Urban Local Bodies department carried out many protests against the government decision. Some of the employees tried to go for self-immolation as a mark of protest against the government decision. The local bodies' employees under the banner of Urban Local Bodies Employees United Forum (ULBEUF) had been carrying out protests at the district level against the government decision. Some of the employees suffered injuries while carrying out protests at Tangmarg, Pahalgam and Srinagar against the government decision of abolishing the municipal committees of Pahalgam and Gulmarg. "The government decision is an arbitrary one and it should be condemned by one and all. Both these municipal committees have been functioning since decades and the government in a whim has decided to abolish them. The future of the employees working in these municipal committees seems to be bleak and they are at loss how to cope up with the coming days," said Manzoor Ahmad Pampori, Chairman ULBEUF.
