Revelations by India's Former spymaster AS Dulat through his memoir 'Kashmir: The Vajpayee Years' has re-ignited the unrest in Kashmir valley, thereby threatening the peace that had been after sacrifices of thousands of his Army, CAPF, Police, people and even those who served as part of his own organization or sister agencies. Whether it is the paradigms of statecraft, track 2 diplomacy of New Delhi, management of trust deficit or reputation of institutions, there are question marks that he has thrown in the entire mind space of Kashmiris. While it is too early to discern the author's main objective behind writing such an explosive book at a time when Kashmir was steadily moving towards peace, character assassination and ruffling of feathers would cost a lot for Kashmir in times to come. To begin with the beginning, let us see as to what could be the plausible motive behind these revelations. Despite his unflinching loyalty to the BJP in the past, Dulat was sidelined and was not given any position of importance. So much was the apathy towards him that he virtually turned out to be a loaner. What could one expect from a man who wielded so much power when was in service and clout when he was not. Perhaps, the treatment that is generally meted out to beaurocrats, generals or spymasters when they are out of service, was not acceptable to him. So, he chose to punish those politically who served him this royal ignore. Another plausible reason could be to return the favours to Abdullahs, who have been his real friends and under whose shadows he operated in Kashmir. The information that he has given out in the book was known to very few - the others being Ved Marwah and some of his close aides. Another plausible motivation could be to create hurdles for that segment of BJP who are in power today by putting aside the others who were his friends during Vajpayee era. Making a fortune out of the secrets that should have otherwise got buried with him could also have been an objective. It is too premature to say whether he wrote this book as part of larger political designs of those to whom he owes unflinching loyalty or as a revenge for being sidelined what is certain is he has made a fortune out of the secrets that should have ethically got buried with him. Talking about ethics, for a person who either willfully or under directions, has lived a professional life that signified the epitome of unethicality, this act would mean nothing. In any case, the whole of Congress Govt, a lot of even present govt and individual cases of large scale corruptions have become routine. However, Armed forces and Spy Agencies have always had a culture of commitment towards their organization and comrades. How could he resort to disgracing the country, bring India's reputation to perigee and create an everlasting hurdle against resolution of Kashmir issue? By doing this, he has chosen to be the enemy of the nation, Kashmir, his comrades and all those who trusted him. Moreover, the spymaster has generated a narrative that is going to further deepen Kashmir's deep-rooted alienation with India. Over last year or so, the Security Forces, particularly Army had been showing a great sense and purpose towards the people of Kashmir in general and youth in particular. Buoyed by the operational success and the ability to limit the collateral damage, the Army General in Kashmir, Lt Gen Subrata Saha displayed a tremendous political and social responsibility at the time of floods of 2014. He calibrated the commitment and political sensitivity so beautifully that none of the contentious issues such as Toshamaidan Firing range, elections in Kashmir, AFSPA, anti-Kashmir media activism during floods or even the killing of youth in Chhatergam could endanger Army-State relationship. The ability to let go off the credit, relationship with media and synergy with other security agencies remained at its best. It will require a real statesman in Army uniform to manage the situation so created. The intelligence community has particularly remained devoid of any analytical intelligence for a long time now. Marred by the insecurity to the lives of sources, their sources had been steadily drying. Hardlining of Hurriyat at behest of Pakistan had also been restricting their communication with the Separatists. Facts revealed, though correct are extremely damaging for IB and RAW to operate successfully in future The "pro-freedom" leaders of three major factions - Hurriyat-M, Hurriyat-G and JKLF - have traditionally remained dis-united, thereby degrading their capability to mobilise the masses or re-generate undesirable situation. Even efforts by Pakistan could not bring them together. Hence, the job that no other force could do, Dulat would do good to achieve in a single stroke. Hurriyat leaders have already decided to present a united face on Martyrs Day (July 13) by holding a rally together. As is said, unity is often the function of threat, the decision to hold a "grand rally" on July 13 by Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Mohammad Yasin Mailk is the result of this book. The secret deliberations had been going on between the trio for quite some time, but till the release of this book, it was appearing to be an impossibility. It is said that Dulat's character assassination of the three leaders only gave impetus to the decision of holding grand joint rally on July 13. Mirwaiz has accepted that "Need of the hour is that we stand united to take movement forward to its logical conclusion." Kashmir that has remained devoid of any good news since floods of September 2014, did not need this bolt from blue at the time of Ramadan. With just a few days left for Eid-ul-Fitr, Dulat has added vigour to the elements that rejoice by disrupting the normal life. Under the current circumstances, the separatists as well as militants will be under tremendous pressure from their bosses sitting across the Line of Control (LoC) to somehow trigger unrest in Kashmir so that the cycle of anger could be re-created. Amarnath Yatra, jointly with the tourism season puts the individual economies self reliant. This act of Dulat may disrupt the Yatra and sublime the already deteriorated tourism. This is not what Kashmir deserved. AS Dulat's memoir has discredited the dialogue process and raised serious questions over the credibility of New Delhi's engagement with the Kashmiri leadership. The book will surely put a break to the process of engagement. Kashmiri leaders, as such far and few when it comes to showing readiness to be engaged, would now become totally wary of any processes initiated by India at any level to have a dialogue because of grave trust deficit. Separatist leaders like JKLF chief, Mohammad Yasin Malik, have earlier also been insisting on the need to "institutionalise the dialogue process". Dulat's book only vindicates such insecurities. This also gives credence to the theories and long-held belief that the New Delhi, irrespective of formation, will only undermine the democratic processes and install Chief Ministers of their choice in Jammu and Kashmir. Whether Dulat will achieve anything for himself or not, only times will tell. What he has surely achieved is disruption of the constituency of peace. Irrespective of the nature of organisations, there had been a consensus for peace and end to violence. Post Sopore killings in the recent past, even Hurriyat leader Geelani and UJC chief Syed Salahuddin had denounced terror. All this may soon dissipate and Kashmir may get re-ignited. While Dulat has done what he is best at, people of Kashmir need not fall prey to such actions. Conflict ridden societies will have engagements and activities that may not be approved under normal circumstances. These actions are undertaken with the overall purpose of mitigating the bad times, even when they are unethical. But once the time changes, same set of people who have been castigated by Dulat, may have transformed their methods and means. Hence, their conviction must remain steady.
