SIC issues penalty notice against ex-PIO of SSRB | | | Early Times Report Srinagar, July 25: As an ex-PIO of Services Selection Recruitment Board (SSRB) failed to dispose of an RTI application, seeking a copy of the merit OMR sheet for the examination conducted for the posts of assistant storekeeper-cum-clerk and accounts assistant, State Information Commission (SIC) has issued a penalty show cause notice against him. In addition to it, the SIC has sought explanation from the present PIO for the delay caused for disposing of the RTI application. Details available with Early Times reveal that Sumaira Rashid of Batpora Hazratbal in Srinagar sought information under RTI Act from the SSRB PIO on January 15, 2014, seeking information related to the cut off points for the posts of assistant store keeper-cum-clerk item No 135 and accounts assistant item No 340, advertisement notice No 03 of 2012 dated December 28, 2012 pertaining to results declared on January 3, 2014 on official website of J&K SSRB, Srinagar. The applicant also asked the PIO to provide her the xerox copy of OMR sheet with Serial No 576586 under Roll No 221076586 for the written exam conducted on 21-09-2012 for the posts with graduation as basic qualification. The PIO was to respond to this application as expeditiously as possible but not more than 30 days, as laid down under the provisions of RTI law. However, PIO informed the complainant as late as 25-03-2014 that as the interview process for the said posts was still going on, therefore information will be provided once the selection process is over. As the complainant did not receive information on time, she filed a complaint before SIC under section 15 of the Act on 19-02-2014. The commission heard the complaint from time to time. During the hearing before Chief Information Commissioner (CIC) G R Sufi on June 25, 2015, PIO A G Zargar informed the commission that final result of the candidate has been completed and updated. The complainant was also informed vide letter dated 20-06-2015 about the information which she sought. SIC order reads as: "Complainant is advised to inform the Commission, whether she has received the information from the PIO. Meanwhile, Mohammad Baqir, the then PIO, J&K, SSRB is required to explain why penalty proceedings may not be initiated against him for causing delay in his period to provide information to the complainant. A G Zargar, present PIO, JKSSRB, Divisional Office, Srinagar is also directed to explain why delay has been caused in his period in providing information to the information seeker. Reply of both PIOs must reach the Commission within 15 days of the receipt of this order. The present PIO is to serve copy of this order to Mohammad Baqir to his present place of posting." |
