I&FC submits inflated reports to get funds from Centre | Over 29 Cr lying unutilized with department | | Arun Singh Early Times Report jammu, August 4: Already being reprimanded by the Centre Government for its wrong reporting on utilization of funds, the Jammu and Kashmir Flood Control Department once again submitted wrong, inflated records of expenditure in sheer violation of guidelines of Accelerated Irrigation Benefits Programme. Sources told Early Times that in order to get more funds from the Central Government, under Accelerated Irrigation Benefits Programme, the Irrigation and Flood Control Department submitted wrong expenditure records despite the fact that crores of rupees were lying unutilized with the department. "The Irrigation and Flood Control Department had spent funds, received from center, ranged between Rs 91.85 crore and Rs 263.76 crore during the years 2009 -10 to 2013-14 on various schemes under Accelerated Irrigation Benefits Programme," they informed. They further said that but the funds ranging between Rs 7.81 crore and Rs 21.07 crore during 2009-10 to 2013-14 in respect of Executive Engineer Mechanical Irrigation Construction Division (MICD) Jammu and Rs 10.94 lakh and Rs 1.01 crore during 2011-12 to 2013-14 in respect of Executive Engineer Mechanical Irrigation Construction Division Srinagar were remained unutilized in Civil Deposit under Government accounts, clearly indicating that the entire amount advanced to MICDs was reflected as expenditure in order to inflate the amount of utilization certificates for release of further instalment of assistance from the Government of India. They further said that despite being pointed out by the center government about the unutilized funds lying with department, later said the funds were advanced to MICDs for procurement of machinery and allied items which were time consuming and longer process and as a result the amount remained in civil deposit head. Interestingly, this was not the first time that the Irrigation and Flood Control Department had submitted wrong reports about the expenditure of funds, even a similar incorrect reporting of Rs 11.62 crore was made by the department to center in 2009, they said further adding that the but department failed to take any corrective action to avoid its recurrence. Pertinently, as per the guidelines under Accelerated Irrigation Benefits Programe, the Department is required to submit utilization certificates to Government of India for further releases. |
