I&FC XEns spent Rs 5,81 Cr without CE's approval | | | Arun Singh Early Times Report Jammu, Sept 22: Throwing set norms to winds, some officers of Irrigation and Flood Control (I&FC) Department spent more than Rs 5.81 crore in repair and maintenance work during the last five years without the approval of their senior officers under Accelerated Irrigation Benefits Programme. Sources told Early Times that as per Book of Financial Powers, no expenditure can be incurred by the Executive Engineer beyond permissible limit of Rs 5 lakh on annual repairs without approval of Annual Repair Distribution (ARD) statement by the Chief Engineer. "The Executive Engineers of nearly six Irrigation and Flood Control divisions including Division Poonch, I&FC Division Doda, I&FC Division Bhaderwah, Irrigation Division Anantnag, I&FC Division Baramulla and Irrigation Division Tral incurred an expenditure of Rs 5.81 crore under the programme during the last five years on maintenance and repair works without approval of ARD by the Chief Engineer," they informed. Sources further said the subordinate officials of the department made false argument saying that ARD statements were submitted to Chief Engineer for approval and expenditure incurred after allotment of funds but the fact, however, remains that there was no record of approval by the Chief Engineers and the expenditure was incurred without approval of ARD statements duly submitted by the Executive Engineers. Pertinently as per rules all works are to be got executed after ensuring reasonability of rates by following the system of tendering but in 263 works valued at Rs 8.03 crore were allotted during 2003-08 on approval basis without invitation of tenders. "This practice continued during the period 2009-14 also where AIBP works of six Divisions including Irrigation Division 1st Jammu, Irrigation Division Akhnoor, I&FC Rajouri, I&FC Poonch, I&FC Bhaderwah and Irrigation Division Budgam were executed departmentally without invitation of tenders at a cost of Rs 6.26 crore," they said. |
