Let Pakistan stop breast beating on UN resolution on Kashmir

While Pakistan and India continue to be engaged in exchanging vituperatives on Kashmir, Pakistan trained militants also continue to commit one incident of violence or the other. If on one hand Islamabad has been shouting loud that if there is tension and political instability in the South Asian region in general and in the Indian sub continent in particular it is the result of unresolved Kashmir issue, on the other Pakistan agencies, including the Army and the IS keep on providing assistance to militants in sneaking into Jammu and Kashmir. If during the last eight months there have been more than 400 ceasefire violations on the LoC and on the IB in Jammu and Kashmir committed by Pakistani troops, it has been done so with the sole purpose of carving out a passage for infiltration of militants into the Indian State.What is interesting is the way agencies, including the Army, in Pakistan continue to bring groups of militants on the launch pads across the LoC and the IB for sneaking into Jammu and Kashmir. The latest number of these militants,waiting on the launch pads, is about 300, according to the Indian Army authorities. The number continues to change from 150 to 300 and from 300 to 400 but there has been no instance of zero militant presence on the launch pads. Islamabad seems to have mastered the art of making repeated pleas for resolving bilateral problems through purposeful dialogue on one side but on the other hand it continues to resort to needling of Indian troops on the LoC and the IB. Only a day ago India lost one soldier while trying to foil an ingress bid from across Poonch sector. Though one infiltrator was killed reports indicated that several militants had escaped back into the Pakistan territory soon after they faced volley of gun and mortar fire from the Indian soldiers. And true to its policy Pakistan has told the United Nations General Assembly during a debate that "the unresolved Jammu and Kashmir dispute remains the root cause of tensions and instability" in South Asia. As per reports Pakistan's Ambassador to the United Nations Maleeha Lodhi said that the longstanding dispute had to be addressed boldly and decisively if enduring peace and stability was to be established in the area. She pointed out during a debate that for over half a century UN resolutions pledging a plebiscite to allow the Kashmiri people to exercise their right to self-determination had not been implemented.Instead the people of Kashmir have suffered brutal oppression, she has claimed adding that the urgency of peacefully settling the dispute was even more compelling today. She said that calling for termination of these consultations, as a precondition for dialogue, is unacceptable as well as counter-productive, referring to the Indian pre-condition for talks. In fact India had not set any firm preconditions for the resumption of talks with Pakistan. New Delhi has simply told Islamabad that since talks and terror cannot coexist Pakistan should stop its soil for exporting tgerror to India.What sort of twist Pakistan has given to a simply condition laid down by India.It seems that Pakistan is not keen on resolving the Kashmir issue through bilateral talks.Had it been interested in settling the issue it should have, by now, stopped exporting terror to India which alone could have encouraged India to resume talks. Is there any rationale behind the complaint of Pakistan that India was not in favour of resuming bilateral process of dialogue? Certainly not.Possibly Pakistan believes that by exporting terror to India New Delhi would be compelled to resume the process of dialogue.But possibilities for such a course were bleak because the India's Defence Minister, Manohar Parrikar, has stated that India had the capacity to meet any challenge from Pakistan. Parrikar is right because India has succeeded in containing the tide of militancy related violence in Jammu and Kashmir and during the last six years the State has witnessed intermittent incident of violence and that too on a lower scale and magnitude. Parrikar has said India is capable of giving a befitting reply to Pakistan for its actions. Parrikar, has said the Government is doing everything required to protect the country. He said anti-national elements were trying to break the nation and asked the people to stay alert to thwart their attempts. When the Defence Minister made this announcement he seemed to have in his mind the recent incident in Doda in Jammu region where two special police officers (SPOs), who had deserted the police force last month and joined a militant group, were shot dead in an encounter with army in Doda district of Jammu and Kashmir. This is after four years that an encounter has taken place in Doda district, which has been almost free of militants. This way time has come for Pakistan to spell out its intentions because it cannot dupe the world by chanting in favour of implementation of the UN resolutions on Kashmir, which have, by now, become obsolete and irrelevant.
