Govt trying to divert public attention from bigger issues | Advancing of budget unrealistic, unfruitful exercise …! | | Early Times Report Jammu, Oct 30: As the PDP-BJP government has decided to advance presentation of budget presentation to January for next fiscal year, this move is not going to make any difference at all for whatever reasons and arguments it entails. The financial decisions are correlated to availability of funds about which the state government won't be having idea before the Union government passes its own budget, which will happen not before March end next year. This is not the criticism of the announcement which the government made few days back , instead an observation of the insiders in the ruling allies itself. High level bureaucrats in the J&K administration too are of the firm view that advancing of budget will make no difference as to what the Finance Minister is seeking to achieve. Highly placed sources in the administration said this move is ostensibly not just unrealistic but impossible as the state budget and its figures are dependent upon what the state gets from its share of central budget. Since they (centre) so far have not changed their calendar for presentation of budget, doing so here will herald no significant change, said the sources. This is being seen as repeat of the experiment when Ghulam Nabi Azad was the Chief Minister of the state and incumbent Finance Minister Haseeb Drabu was the economic Advisor of the then PDP-Congress coalition government said the sources adding that it didn't bear any fruits at that time instead made things more complex and complicated. The successive government had to reverse the trend to routine timings which is first week of March when the government is able to project its expenditures for the next financial year and depending upon these projections, the Centre approves the allocations. Moreover, the state doesn't have its enough revenue resources on the basis of which it can meet the expenditures or manage these with effective reforms, sources explained adding that the major chunk of funds state gets from the centre which will be through not before March. Even though the intent of the government may be good, but achieving what it is trying to project is practically impossible, is the opinion of leaders even from PDP and BJP, which i why they are looking at it more as misleading of public. Pertinent to mention is that Finance Minister announced recently that government intended advancing of the budget for the larger purpose of initiating what he stated public expenditure reforms and effective management of resources. |
