Forum submits charter, seeks early implementation of HC's order on 'reservations'

BARAMULLA, Nov 2: Expressing gratitude for landmark verdict from High Court, President Jammu and Kashmir General Category Welfare Forum (JKGCWF) today met Minister for Law, Justice & Parliamentary Affairs Syed Basharat Bukhari and presented him memorandum of demands at Dak Bangalow Baramulla.
President (JKGCWF), Syed Shamim Ahmad along with advisory council also submitted memorandum of demands to Minister for Law, Justice and Parliamentary affairs, Syed Basharat Bukhari.
Syed Shamim Ahmad said that, "The forum strongly demands that early implementation of recent High Court landmark judgment should be implemented, wherein it has been clearly remarked that there should be "no reservation benefit in promotions" during the service tenure of an employee.
"There shall be no benefit of reservation in promotions in the state of J&K and also terming Section 6 of Jammu and Kashmir Reservation Act 2004, and Rules 9, 10 and 34 Jammu and Kashmir Reservation Rules 2005 as ultra virus, which needs to be implemented at an earliest."
"Legal experts of the state have unanimously put forth that non implementation of the High Court verdict will be direct interference of Article 370," said president JKGCWF.
He said that, "sometimes meritorious children of General category are facing injustice thus are depressed and dejected while sometimes even take extreme steps because of depression and agony.
He observed, "Reservation benefits shall not be given on the basis of caste, instead should be given on performance basis so that the equality of justice could be a slogan for one and all.'
Quoting gist of his interaction with Minister for Law, President JKGCWF said that, the minister said we have received memorandum and General Administration Department (GAD) has to initiate the process and later on we will have a threadbare discussion on the case 'no reservation benefit in promotions.", "Minister also added that interests of all the stakeholders will be taken into the confidence, before implementation of High Court order.
Besides president JKGCWF, the delegation comprised Patron JKGCWF G M Akhoon, Vice President Jammu Division Shari Bolanath, Vice President Kashmir Division Ghulam Mohammad Bugami, Chief Spokesperson Shabir Ahmad, Chief Organizer, Dr Noor Mohammad, G M Peer, District President Baramulla, Farooq Ahmad Mir and others.
