Municipal authorities act mutely as illegal constructions galore on Srinagar-Bandipora highway | | | S Tahir-ul Haq Early Times Report
SRINAGAR, Nov 2: Illegal buildings have come at various places on Srinagar–Bandipora highway and that too under the nose of the municipal authorities. These buildings stand tall in violation of building bylaws with the municipal authorities showing their helplessness in stopping the same. Sources told Early Times there are various reasons behind the decision of giving permissions to people for carrying out illegal constructions. The building bylaws and monitoring of building activities as per sanctioned plans and checking of unauthorized construction is totally ignored by the municipal authorities and Roads and Buildings (R&B) department. “The concerned authorities are in connivance with the land owners who are looting the state exchequer by raising permanent structures like shopping complexes and residential buildings at various places which had been already notified for road widening in Bandipora district,” said sources. Sources said that areas in Bandipora like Safapora, Ajas, Sumbal, Shilwat, Shadipora, Bandipora town, Mantrigam and Garoora have seen mushroom growth of unauthorized and illegal structures. Half a dozen of structures have been raised on one side of the road at various places this year only. This is despite the fact that the notification for road widening had been issued a few years back and according to law no new structure can be raised after the issuance of notification, said sources. “It is said that rules are for fools and it is clear that no one is bothered to follow the particular guidelines which were set by the municipal committees from time to time. The concerned department seems to be hand in glove with the locals that is why illegal construction is going unnoticed day in and day out,” said sources. Sources further said that the concerned officials know that compensation to those whose structures have been removed during the road widening process is huge and they have taken money from them and allowed them to construct the new structures on the highways. This is also the complete violation of laws and bylaws which were set by the department, and apart from the land owners, the officers of both the departments are the major beneficiaries, said sources. “Irony of the fact is that the authorities have already notified the areas coming under the road widening from Srinagar to Bandipora in North Kashmir but the land owners go at their will and throwing norms to winds and keeps the concerned authorities in their pockets for non interference,” said sources. A senior official from Deputy Commissioner’s Office at Bandipora said that they have received many complaints from various quarters against these land owners who are violating the norms regarding the illegal construction. “If anybody is found involved in violating the norms we will take stern action against him and will start a drive to dismantle these illegal structures on highways,” said the official.
