J&K 'Aadhaar' woes, ranks 6th from bottom | Unique identification yet to start in Omar's Ganderbal, Mufti's Anantnag 2nd from top | | Syed Junaid Hashmi

JAMMU, Nov 22: As if lagging behind in development was not enough, Jammu and Kashmir has earned another distinction of being 6th state in the country where unique identification project (Aadhaar card) is moving at snail's pace. State has been ranked 31st among the states where the scheme is being implemented. This ranking is based on number of people who have been either issued the Aadhaar card or who have got themselves registered with Unique Identification Authority of India (UIAI). From the bottom of the table, it is the north-eastern states where the project is going on at much slower pace than Jammu and Kashmir. What makes this scenario bleak is the fact that J&K is much smaller a state than Uttar Pradesh, Maharashtra and Andhra Pradesh. These states are higher in ranking and have covered more than 70 percent of their populace. In comparison, J&K has managed to register 46.9 percent of its populace under Aadhaar, leaving 53 percent uncovered. Since State Government is the implementing agency alongwith semi-government institution, this huge gap is alarming and does raise questions on e-governance project of the State. More worrying is another fact that ex-Chief Minister Omar Abdullah who speaks to the outer world via Twitter and Facebook, the one who during his tenure often talked about e-governance, his home district Ganderbal is yet to register even one person under Aadhaar. Sources told Early Times that the project is yet to be launched in this high profile district from where Abdullah dynasty has been contesting elections since last more than 61 years. According to the official data available with Early Times, the project is yet to be launched in Ganderbal, Kishtwar, Kupwara, Kulgam, Ramban, Samba and Shopian. This is despite the fact that the previous NC-Congress coalition Government had entered into memorandum of understanding (MoU) with Unique Identification Authority of India (UIDAI) on July 14, 2010 for implementing envisioned Unique Identification card (UID Card) project in India. This does question ex-Chief Minister Omar Abdullah's much touted love for e-governance and making the system paperless. The new Chief Minister Mufti Mohammed Sayeed's Anantnag constituency is second highest in the State where 81.66 percent populace has been issued Aadhaar card. Interestingly, district Doda where development is a non-issue has 101.81 percent coverage under Aadhaar. Whether these figures are accurate or not is a matter of inquiry but people have seemingly shown lot of enthusiasm in this backward district to get registered under Aadhaar. After Mufti's Anantnag and Doda, another PDP bastion Pulwama has 77.53 percent population with Aadhaar cards in their pockets. This is followed by Jammu where 72.57 percent people have registered themselves with Unique Identification Authority of India (UIAI). Udhampur is next in the line with 70.34 percent followed by Kathua (67.67 percent), Kargil (60 percent), Budgam (55.90 percent), Bandipura (55.80 percent), Leh (52.27 percent) Baramulla (50.34 percent), Kupwara (49.27 percent), Poonch (35.77 percent), Srinagar (30.13 percent), Reasi (28.30 percent) and Rajouri (25.26 percent). The dismal showing of state vis-à-vis registration under Aadhaar scheme has more to do with failure of the State Government as well as the semi-government institution in implementing the project in fast-track basis in a state which is terrorism infested and where CID finds identification process cumbersome and takes too much time in completing the same on time. |
