Year 2015 saw many ups and downs in J&K | | | The 2015 year, which is on its way out, witnessed two important developments. First was the formation of an alliance between the PDP and the BJP which enabled the BJP, for the first time, to share power with the PDP.In fact it was an alliance of two different ideologies and two different outlooks. The BJP, as the Assembly election of 2014 demonstrated, has been Jammu centric party while the PDP continues to be the Kashmir centric. It was so because the BJP bagged 25 out of 37 seats in the region of Jammu and the PDP won 25 seats from the Kashmir valley and to stake a claim that it was not Kashmir centric it bagged three seats in the Jammu region. In fact the year saw the National Conference losing power after a gap of 19 years. It was in 1996 the National Conference had won the election,held after a gap of nine years, and formed the Government in 1996. In 2002 election it bagged 28 seats but lost power when the PDP, with 17 seats, forged an alliance with the Congress, that had won 26 seats. In 2008 election the National Conference bounced back and formed the Government in alliance with the Congress. Despite inner contradictions and growing differences the PDP and the BJP have been able to survive 2015 and nothing definite can be said about its fate in the future despite the fact that both the BJP leadership at the national level and the leadership of the PDP are trying to ensure the survival of the coalition Government. It is so because both the PDP and the BJP have scare of bad performance in the next Assembly election. Another development was in the shape of ups and downs in the relations between India and Pakistan which had direct bearing on the security scenario in Jammu and Kashmir. The tussle between India and Pakistan was visibly experienced on the LoC and the IB during most of the 2015 year. Pakistan was blamed by India for resorting to repeated ceasefire violations simply for the purpose of pushing groups of militants into Jammu and Kashmir. But the Indian troops had already upgraded their security grid on the LoC and on the IB with the result more than 30 infiltrators were killed while attempting at sneaking into the Indian state. Success of the Indian troops in foiling ingress bids had resulted in marked improvement in the security situation in Jammu and Kashmir. Still on the border and in encounters between the militants and security forces during 2015 as many as 110 militants were killed. In the process 41 security personnel lost their lives and 70 civilians were killed either by militants or in the crossfire between security forces and militants. Even while the activities of militants remained restrained, however, separatists, especially the hardliners led by Syed Ali Shah Geelani remained active round the year. They remained active in giving repeated calls for shutdown which was fully responded by people. And the turning point was witnessed towards the fag end of the year when groups of youth staged anti-Geelani protest rallies while blaming him for misguiding youth in the Kashmir valley. Another issue that dominated the political scene in Kashmir was the announcement of a four-point peace plan by Pakistan Prime Minister, Nawaz Sharfi. As was expected separarists supported it and this time Geelani was in the forefront of those who supported Sharif's four-point peace formula. Geelani had rejected Gen. Musharraf's four-point proposal on Kashmir because there was neither any mention to UN resolutions nor there was thrust on Pakistan's claim on Kashmir. Narendra Modi, during his one-day visit to Kashmir, announced a package of Rs. 80,000 crores for various development projects and for providing compensation to those who had suffered losses owing to September 2014 floods. This announcement had mixed reaction from the politicians. While thePDP and the BJP welcomed it the NC and the Congress were critical of what they termed as meagre sums allotted as compensation to flood victims. Number of meetings between Modi and Nawaz Sharif and the meetings between National security Advisers of India and Pakistan in Bangkok buttressed the hopes of people for a thaw in the India-Pakistan relations. The upcoming meeting between Modi and Nawaz Sharif in America and the proposed meeting between foreign secretaries of India and Pakistan in Islamabad on January 15 is expected to set the stage for sustained talks. However, on the economic front there was nothing glorious to bloat about. No major development schemes were launched.The problem of unemployment has not been resolved during the year end. |
