Government itself pricking Rs 9000 cr liability balloon | Order issued in May 2015, exact figure yet to come up | | Peerzada Ummer ET Report Srinagar, Dec 31: The year has come to an end and seven months have passed since the government issued an order to ascertain the liabilities of the previous regime in Jammu and Kashmir but till date the state authorities are yet to receive the exact figure. Top sources within the state's finance ministry told Early Times that the government till date hasn't done much progress to calculate the exact figures vis-a-vis the liabilities of the previous government and the chaos over the claims of 9000 crore liability continues to dominate the scenes. The present government through an order (PD/2011-2012/ Coord-101-01-A) issued on May 13 asked all the departments to come up with details of the previous liabilities. It also asked the heads of the departments to come up with detailed expenditure incurred over various works executed during the tenure of the previous regime. As seven months have passed since the day, the order was issued, the departments to which were asked to come up with the details are yet to furnish the same. Such a situation hasn't only compelled the government to cut the sorry figure but has also put question mark over the credibility of the statements in which it was stated that the previous government has left JK with the liabilities of whooping 9000 crore rupees. What would give opposition parties in the state an upper hand during the coming budget session is the lack of information available with the government to vindicate its already stated figures. A senior official told Early Times that the departments which earlier were asked to submit the previous liabilities haven't furnished the details, making it difficult for the incumbent finance minister to come up with the exact figure. The non-cooperation of the departments in submitting the details as asked from them has put the state government in a tight spot as it already had claimed to have the liabilities of more than 9000 crores. Not only the finance minister and the education minister Naeem Akhtar had earlier made such claims. Meanwhile, what could be the another reason for the government's non-serious approach for compiling the exact details are the apprehensions of giving credit to the past regime in the state. It looked bizarre that on one hand when the present government is targeting the NC- Congress coalition for failing the state on all fronts, how it could give them the credit of spending plethora of money on state that too with the liability of 9000 crore rupees. Experts, as per sources had expressed concern that the figures being quoted by the government would prove counterproductive for it and that it should no longer accord any credit to the previous regime even covertly. |
