Dir Education directs CEO-Rajouri to initiate inquiry against defaulting DDOs

Rajouri, Dec 31: Director School Education, Samita Sethi,KAS has directed the Chief Education Officer, Rajouri to initiate inquiry against those Drawing Disbursing Officers (DDOs) who had allowed three teachers to join service despite the facts that the selection list for General Line Teachers for Rajouri district was quashed by the State High Court in 2013.
According to an official, vide order No DSEJ/legal/55398-402 dt 29/12/15, the Director Education has further directed CEO Rajouri to identify the Drawing and Disbursing Officers (DDOs) who have allowed the continuation of these three teachers despite quashing of the list. Director Education also has directed to furnish the complete service particulars of the DDOs within three days to her office so that the displinary as well as recovery proceedings can be initiated against the DDOs. These teachers as per CEO office records have withdrawn more than Rs 9.0 lakh as salaries between November 2012 and May 2013.
"The teachers identified as Ashok Kumar s/o Sita Ram , Kashturi Lal s/o Om Parkash posted at Govt Primary Schools (GPS) Karma and Devak and Mohd Ashraf s/o Mohd Ismail at Govt High School Challas in Rajouri district have allegedly joined their duties," official said.
Some aggrieved candidates had challenged the selection list in the High Court and the writ petitions were disposed of by the Single Bench (dt 9/4/13) and was challenged before the Division Bench) and Division Bench on 22/5/15 while disposing of the appeals and in a common Judgment directed to constitute the district level selection Committee in accordance with Rule 6(6) of "the Rules" and finalize the proves of selection and appointment within eight weeks.
The selection list for the General Line Teachers in district cadre Rajouri was declared in 2012 and was immediately challenged in the High Court by the non selectees.
