Despite strict orders, no headway to conduct audit in JKPCC | 'Efforts on to shield corrupt officials' | | Ishtiyaq Ahmad

Srinagar, Jan 25: The authorities have so far failed to initiate audit in J&K Projects Construction Corporation (JKPCC), despite the government's strict orders of getting the accounts of the Corporation audited within a month. Reliable sources in the corporation told Early Times that the board of directors of JKPCC in its recent meeting held on 30 December called for taking necessary corrective measures including the special audit in the corporation. "After finding various lapses and many losses in JKPCC over the years, the board headed by former R&B minister Altaf Bukhari directed the authorities to undertake and complete the audit within one month. A committee was constituted where members of the committee were also nominated from government. The committee was asked to pinpoint findings and observations to the board directly. However sources said that despite the lapse of almost a month, the steps for initiating the audit have not been taken so far. Sources said that the delay in initiating the internal audit has raised many questions. "It seems that the authorities are worried that if the audit begins then the officials involved in wrong doings will have to face charges" a source said. Sources added that in the meeting it was also found that the corporation has indulged in many scams over the years and no action has been taken against the involved officials. "Statutory audit which is a mandatory requirement under company's act is also trailing by a number of years in this corporation. Unless the statutory audit is not completed the profit and loss of the company and financial health cannot be determined," one of the officials wishing anonymity said. He said the accounts of the Jammu and Kashmir Projects Construction Corporation (JKPCC) are in arrears since 2000-2001 onwards as they have failed to conduct the Corporation's audit. Sources added that there are many projects assigned by the government to the JKPCC but it has failed to meet the schedule targets. In this corporation there have been several scams in the past. One such was about the construction of Ganpath Bridge at Doda for which the case was registered in the vigilance organization. Lot of bungling has taken place in the construction of said bridge and also no Codal formalities were observed. There were so many officials involved in this scam. The case was under investigation with the Vigilance Organization, which had registered FIR in 2011 against the officers. However sources said it is not understood as to how the vigilance organization put a hold on the enquiry. The department over the years has allotted vital projects without tenders to small-time contractors and resultant inordinate delay in execution of works. Incorporated in 1965, JKPCC is a government-owned company which has been entrusted with vital projects including construction of government buildings and bridges. Pertinently, in August last year, the Public Undertakings Committee (PUC) of Jammu and Kashmir Legislative Assembly had expressed concern over the delay in completion of several projects being executed by JKPCC. The committee, while perusing the audit paras of JKPCC, had called for fixing responsibilities and directed that all the ongoing projects being executed by JKPCC should be completed in a time-bound manner. |
