Mehbooba's delay in leading Govt. likely to end shortly | | | If the latest reports are any guide Mehbooba Mufti has decided to lead the coalition Government in alliance with the BJP. By doing so she would be able to fulfill the vision and mission of her Father,Mufti Mohd. Sayeed who had died on January 7.All these weeks Mehbooba kept people,political leaders,both in he opposition and those belonging to the PDP and the BJP,guessing. Her delay in taking the oath as Chief Minister had left even the Election Commission of India guessing because it had not been able to decide whether it would hold the Assembly by-poll and the Anantnag Lok Sabha poll together.After Mehbooba takes over as Chief Minister she will have to give up her seat in the Lok Sabha after she had won the election from Anantnag constituency. Recently Governor,N.N.Vohra,had chaired a meeting of the State Administrative Council where he had made it clear that he would present a ful-fledged budget instead of vote on account.This had left people and political leaders believe that Mehbooba was not yet ready to lead he coalition Government.But events have moved faster than light or even faster than thoughts which led Mehbooba to decide to lead the coalition Government in Jammu and Kashmir. After the governor NN Vohra postponed the presentation of the state budget the hopes of government formation in Jammu and Kashmir have once again become bright..The development in the form of Mehbooba's willingness to form the Government came a day after Union Finance Minister Arun Jaitley said in Parliament that the Central government was prepared to go an extra mile for the state. He also sought to assure everyone on equitable development of all three regions in Jammu and Kashmir.While it was officially stated that the Governor did not present the Budget at a special meeting of the State Administrative Council as he was not well, sources said Vohra took a cue from Jaitley's remarks and decided to delay the presentation of the Budget, apparently with the hope that it will be unveiled by an elected government.The state has been under governor's rule since the demise of then Chief Minister Mufti Mohammad Sayeed on January 7 this year.It was after a lapse of about 60 days that the coalition partners the PDP, now led by Sayeed's daughter Mehbooba Mufti, and the BJP have been able to agree on government formation .In fact Mehbooba delayed leading the coaliton Government without securing firm commitments from the centre on honouring her political and economic package.Yes,though she did not get all what she wanted in the political package but she was assured that the centre would be willing to release additional funds for various development projects. In fact her demand for a political package,which included revocation of AFSPA from two districts,revival of dialogue with Pakistan and Kashmir separatists, instructions to the Army to vacate the Government land and private buildings,were aimed at strengthening the vote bank of the PDP which has been eroded after Mufti Sayeed forged an alliance with the BJP,a party that is a red rag to the Kashmiri people.Even the BJP was keen to form the Government in alliance with the PDP so that during the next five years the coalition Government could take in hand a number of schemes that was to improve the economy of the state.The BJP and the PDP wanted to form the Government to utilize the remaining five years for giving to people a Government that functions and whose activities remain transparent wherein lies the hope of keeping their vote bank in tack.The real reason for Mehbooba to agree to lead the coalition Government was the mounting fears that the PDP may face a split because majority of its legislators were for the formation of the Government.She had fears that a major section in the party may revolt against her which would further weaken the base of the PDP in the state.Above all she knew it well that in case of early elections,after the dissolution of he Assembly,the chances for the National Conference and the Congress to form the coalition Government were bright.This opportunity she would not be willing to offer to the NC which is a main political foe of the PDP.Hence Mehbooba was forced by her party functionaries to agree to form the Government which could allow PDP a chance to regain the ground that it had lost. |
