Axe falls on HoDs for backdoor appointments; action elusive in LA Sectt 'mess' | Govt's twin approach to dealing with corruption | | Early Times Report Jammu, June 26: In what can be seen as PDP-BJP alliance government's twin approach to dealing with matters of corruption, irregularities and bungling, one of the senior minister responded swiftly to charges that were raked up in the state Assembly by ordering cancellation of mining blocks allegedly allotted to non state subjects.On the contrary, a follow up action in the case of missing files in Law department with regard backdoor appointments in the Legislative Assembly remains elusive till date, nor is there any substantive progress for firm action with Vigilance Department even as the matter stands thoroughly probed and established by the latter. Sources said when the matter of allotment of mining blocks created furore in the ongoing session of legislature, the government led by Mehbooba Mufti's impromptu approach of action drew appreciation when the concerned minister not only ordered cancellation of controversial mining lease but also suspended some officials who were responsible for the lapse. He contended that the decision in this regard has been taken for the satisfaction of House, keeping in view the intent and motto of the alliance government that honesty, integrity, public probity and transparency. On the other hand, the government is yet to act into the case of backdoor appointments nor has it ordered enquiry as to how the key documents related to the matter have gone missing from the Law department, no matter during the NC-Congress coalition regime. Sources said when the matter was first highlighted by this newspaper, a communique/ letter from Rajbhawan -GH-PRSP Secy/1/2015-84 dated 2015 was dashed to Law Department when the Governor's rule was in place before formation of coalition government, seeking enquiry into the matter . The Law Department on its part too wrote to the Assembly Secretariat -LD(PAB 2015/1/2015 of Law department seeking detailed report into the matter. Both the files and documents are learnt to have gone missing from the Law department, sources said adding that a firm follow up action from the government still remains elusive. However, in April last year the then Law Minister Basharat Bhukhari intervened after a representation was given to him by the aggrieved but this too did not help. It is pertinent to mention that in the Vigilance Report laid in the House few days back, the government has ordered action and even FIRs stand registered against various Heads of the Departments for their involvement in the backdoor appointments in their respective departments but it is only in the case of high profile, politically influential backdoor appointees in the Assembly Secretariat recommended by political stalwarts of the state, the VO has omitted the matter completely from the annals of the report. However, some ray of hope has kindled as the Chief Minister Mehbooba Mufti is learnt to have expressed serious concern over inaction by Vigilance Organisation in the matter of backdoor appointments in Legislative Assembly during NC-Congress coalition regime and top level officials have been asked by the government to submit status of the case with the department. |
