Viva assigned 40 points to appoint blue-eyed | Recruitment scam in LC | | Saahil Suhail

Srinagar, June 26: For the first time in the history of recruitment, to accommodate blue-eyed candidates having allegiance with Ministers and officers, recruiting committee of the upper house assigned 40 points to viva, documents related to 'Recruitment scam in Legislative Council' reveal. Scam, through which around 25 appointments were made illegally, was exposed by Early Times in its Saturday edition. Nabeel of Wani s/o Rafiq Ahmad Wani r/o Shan Market Udamphur besides securing 79.46% through his educational qualification was dropped and Karan Targorta s/o Tara Chand resident of Kali, Janni Jammu was appointed despite securing just 60%. Karan Targorta, a M.Sc student applied for the post of translator despite not having required qualification as only those were eligible who had read Urdu as a subject in Graduation or Post Graduation. All the candidates despites securing low through academic qualification, secured the post with the help of viva. Normally viva carries 15 to 20 points as only two to three experts interview the candidate and it's the academic excellence and written tests which matters but in this case set norms were floated with impunity. Even, Public Service Commission and other district level recruitment committees assign 15-20 points to viva but here norms were floated to adjust blue-eyed having low academic qualification. Top officials of the council and Law, Justice and Parliamentary affairs department are allegedly involved in the scam. The beneficiaries of the fraud are also top five cabinet ministers of then Omar Abdullah government. The posts of translators, reporters, Photostat Assistant and Class IV were advertised on 07-08-2013, however was not given wide publicity neither the advertisement notice was published in any leading newspaper. "One single newspaper having limited circulation published the advertisement after which it was re-advertised but surprisingly same newspaper published it again," a key member of the recruiting committee had told Early Times earlier. He confessed to have anticipated in advance that the posts were created and advertised to adjust blue-eyed. He admitted to have informed many people directly, who later applied for the posts. Documents accessed by Early Times reveal that at first government through order no 15598/LD (PAB) of 2013 Dated 17-04-2013 said that the quota should be filled up by the council secretariat directly on the basis of selection to be made by the selection committee to be constituted legislative council Chairman having an officer of the department of Law, Justice and Parliamentary affairs not below the rank of additional secretary to be nominated by the administrative department and two members from the council secretariat, however on 23-5-2013 government issued corrigendum to this order saying "the posts in the direct quota shall be filled up by the council secretariat on the basis of selection to be made by a selection committee to be constituted by the chairman of legislative council" A key member of the recruiting committee having four members confessed that recruiting committee was bypassed and weren't even allowed to publicize the short-list. "We were given list of 25 candidates and were asked to sign it," he confessed. Documents in possession of Early Times reveal that meritorious candidates were dropped and those who don't fill the criteria were employed. According to advertisement notice, only those candidates were eligible to apply having Urdu subject in Graduation but documents reveal that those candidates were appointed as translators and reporters who don't even know how to read and write. "How can a candidate know Urdu having who had pursued MSc Degree," he said. |
