Guv returns file: SHRC chairman, members' selection to start afresh | | | Early Times Report
JAMMU, June 29: With the Governor returning to government the file, which had been sent to him for putting his seal on the names of SHRC chairman and its members, the whole process would now be started afresh and the 'headless' commission would be becoming operational at a time later than that first scheduled. This has come as a big jolt to the state government. The select committee members would now meet again to decide about the names of SHRC chairman and its members, but a formal date of their meeting was yet to be decided, official sources said. Assembly Speaker Kavinder Gupta said the whole exercise would have to be started in a new way now. Official sources said in the June 17, 2016 meeting of the select committee, which was held under the chairmanship of chief minister Mehbooba Mufti, a consensus was evolved over the appointment of Justice (retd) Hakim Imitiaz Hussain as SHRC chairman. Justice Jang Bahadur's name was also said to have been cleared by the meeting as a member of the commission. This file was sent to the governor who had returned it to the coalition government with certain objections. The Governor had objected to the appointment of Justice Hussain as SHRC as he had already headed the State Accountability Commission. As per rules, he could not be appointed as SHRC chairman. Apart from Justice Hussain, names of Justice Nisar Ahmad Kakroo and Justice Bilal Nazki were also there in the panel. Sources said apart from the chief minister, opposition leader Omar Abdullah, Speaker Kavinder Gupta, legislative council chairman Inayat Ali and MLC Ali Mohammad Dar were members of the government panel that had decided about the names of SHRC chairman and members. |
