JK Govt's discrimination against CUJ | Refuses to release funds for road construction | | Avinash Azad Early Times Report
Jammu, Aug 12: It appears that the Jammuites have to continue with their struggle, for smooth functioning of the Central University of Jammu (CUJ) as state government has still been treating it step-motherly by refusing the sanction funds for construction of connecting road from National Highway to Bagla campus. Sources claimed that the despite sanctioned of grant in recently concluded budget session, proposed funds for widening of existing Raya-Morh-Suchaini link that connects CUJ campus to main, has not been released yet by the state government. "Earlier, it was excused by finance department there were no funds for purpose, as budget session in state assembly could not took place, due to governor's rules in state", sources said, adding that despite a full-fledged budget session 2016-17, government does not seems to develop the university. "Unwillingness of state government to develop the central university has exposed, as despite lapse almost an year, when government of India sanctioned more than 100 crore rupees for widening of road, the state government yet to give administrative approval for the project", they added. They informed that for the widening of existing Raya-Morh-Suchaini link road, which connects main campus with national highway, the union government had sanctioned Rs 113.57 crore. "The sanctioned was made by Ministry of Road Transport, Highway (MoRTH), GoI under the scheme of Central Road Fund (CRF) on September 21, 2015", sources said, adding that since MoRTH does not accepts direct receipt from any institutions, approval from state government is required. "MoRTH approved one-time special grant for the construction of railway flyover and widening of access road to the CUJ from Rahya Morh with length of 8.5kms", they said and added that lackadaisical approach on the part of state government is hampering the ambitious project. "The university on its own has approached to state government seeking release of Rs 34.60 crore on account of land and structure compensation, so that the revised project (four lane) can be recommended to MoRTH", they added. "Several departments, functioning at Temporary Academic Block Jammu, have been shifted at main campus (Bagla), during monsoon it becomes difficult for the university to make classes regularly. Around two kms stretch of existing single link road remains blocked due to land-sliding", sources said, adding that delay in release funds is also escalating the cost of project. |
