Commissioner Secretary humiliates MoS in presence of Cabinet Minister | Bureaucrats at war with 'powerless' junior ministers | | Early Times Report JAMMU, Aug 19: Bureaucrats in Jammu and Kashmir seem to be at war with junior ministers and are making them believe that they are "irrelevant" and are mere "puppets." Reliable sources told Early Times recently a Minister of State in the Mehbooba Mufti led Government was humiliated by a commissioner secretary in presence of the cabinet minister when both were in the chamber of the senior minister. Sources said, "The MoS asked the bureaucrat that why does not he respond to his repeated calls. On this the commissioner secretary said that how will he respond when he has already deleted his name from his mobile as he found that the name had no relevance for him," said a source. Much to the disgust of the junior minister his senior colleague did not utter a word nor did he take a note of the utterances of the powerful bureaucrat." "The senior minister in whose presence the commissioner secretary humiliated the junior minister was supposed to tell the bureaucrat that as per the protocol and rules the officer has to report to the minister and keep him in loop about the developments," the source added. The bureaucrat how powerful he may be has to adhere to the instructions of the political and democratically elected government. Sources said that the senior minister was a mute spectator when the bureaucrat behaved rudely with the junior minister "The senior minister should have given a peace of mind to the bureaucrat rather than acting as a mute spectator. The Minister not even uttering a word emboldened the bureaucrat. It has sent a wrong message in the department," they added. The junior minster was so humiliated that he did not even think it proper to talk about the incident with anybody including the staff in his ministry. A source said, " Recently many bureaucrats were transferred on the instructions of the cabinet ministers. The Forest minister played a pivotal role in getting a blue eyed commissioner secretary transferred to his choice of positing two days after the cabinet meeting ended. If cabinet ministers can get these bureaucrats transferred and posted then why cannot the ministers of state do the same?" It's in place to mention here that instructions to delegate equal powers to Ministers of State were passed by the late Chief Minster Mufti Mohammad Sayeed but it seems no heed has been paid to the instructions passed by the late Chief Minister. |
