2 villages electrified in five months, 105 still groping in dark | DDUGJY moving on at snail's pace | | Akshay Azad Early Times Report Jammu, Sept 17: The electrification of un-electrified villages in Jammu and Kashmir under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) is going on at snail's pace as only two villages have been electrified in a span of five months of the current financial year whereas over one hundred villages are still without power supply, after seven decades of independence. According to the status of DDUGJY in state for the financial year 2016-17, the implementing agency succeeded in electrifying only two villages in between 1/4/2016 to 31/8/2016, out of total 107 un-electrified villages in state, in which population to the tune of several lakhs reside. The slow pace of electrification of un-electrified villages could be attributed to various factors, enlisted by the monitoring agency in state. These issues are delay in reimbursement of Rs. 42.25 Crores to National Hydroelectric Power Corporation (NHPC) against WCT, Entry Taxes, BOCW Cess etc. "The Jammu and Kashmir Power Development Department (JKPDD) is yet to issue C-form to NHPC for the material purchased outside J&K for X and XI plan projects. Consequently additional liability amounting to Rs. 2.15 Crores has arisen on NHPC", the report reads as. It further states that the state government has so far failed to award three projects covering 24 un-electrified villages sanctioned under XII plan in March 2013, given that the state government has now requested PGCIL to implement the projects. There is further delay in award of 21 projects under new DDUGJY covering 83 villages, sanctioned in August 2015 and government is yet to sign an agreement to implement the projects. The 21 new projects sanctioned under DDUGJY are to the tune of Rs. 619.53 Crores which includes Feeder segregation to the tune of Rs. 69.2 Crores, Rs. 86.53 Crores for electrification works for un-electrified villages, Rs. 96.36 Crores for metering, 357.47 Crores for RHHs and System strengthening, Rs. 7.01 Crores for SAGY and Rs. 3.08 Crores for PMA charges. |
