7 years on, CHC Parole awaits shifting to new building | | | Devinder Sharma Early Times Report KATHUA, Feb 15: Seven long years have passed; the Community Health Centre (CHC) at Parole in Kathua area is still awaits completion. The work on the project started in 2011, and was scheduled to be completed in the year 2013. In this long duration, several extensions were given for its completion; however they proved to be of no use. The delay has been causing inconvenience to the people as they are forced to receive treatment in the old building, marred in vulnerable condition. The old CHC building is in pathetic state, lacks infrastructure and is running without labour room due to which, normal delivery cases are referred to District hospital, enhancing the pain and agony of pregnant women. This crucial health unit caters a large chunk of population, but it is crippled with poor infrastructure, most prominent is the water seepage problem in the whole building especially in the monsoon season leading to huge problems for the people. When contacted to concerned authority, Assistant Executive Engineer PWD (R&B) division Kathua Bharat Gupta said that the speed of work depends upon the availability of funds, the total cost being 935 lakhs. While blaming insufficient funds for the cause of delay, he said, "Unless we receive sufficient funding we cannot complete the whole project but fortunately we have received the whole fund i.e. 935 lakhs now and hence construction work is almost complete except sanitary fitting which is expected to be completed soon. |
