Without any training, DHSJ directs NHM staff to do financial reporting | Threatens physiotherapists to abide or face suspension | | Early Times Report Jammu, Feb 16: The Directorate of Health Services Jammu (DSEJ) has directed the contractual staff engaged under NCD scheme of National Health Mission (NHM) to do financial reporting of the scheme, despite the fact the staff has no knowledge of financial matters. Moreover, during a meeting held on 8th of February, one of officers of the level of deputy director had reportedly threatened the NHM contractual staff to do the work, or get ready to take their suspension orders. Sources informed Early Times that the failure of DHSJ to engage the requisite staff including Data Entry Operators (DTP), well versed in financial matters, has forced the officials to ask the physiotherapists to do physical as well as financial reporting. According to order number DHS/J/R/CD/799-815 dated 9/12/2018, which was forwarded to the Chief Medical Officers of Jammu, Kathua, Kishtwar, Poonch, Ramban, Rajouri, Reasi and Samba, the reference of three previous letters of 6/1/2018, 6/1/2018 and 3/2/2018 was given. While giving reference of the meeting held on 8/2/2018, it has been maintained that NCD personnel (Physiotherapists) have been designated to facilitate their respective DMPUs for submission of timely Physical and Financial Reports of the programmes on monthly basis to the Directorate. The NHM staff, engaged under NCD scheme, pleading anonymity said that they were recruited as doctors and they didn't have any knowledge of financial matters even of the mathematics. "We are not given any training of financial matters but as per the discussions in the meeting, the NCD staff has to do all types of reporting which is totally unfair", an employee said. "How is it possible that a simple physiotherapist will seek all details from the CMO's office. We have no such authority and all depends on the mercy of the officials at CMO office and who will give us the physical status reports from the sub-district hospitals and other institutions", the NHM employee rued. The employees further said that earlier the DHSJ had asked the CMOs of all the districts to do financial as well as physical reporting but they had refused to do the same. "We are being made scapegoats by the department, which had failed to get the work done from officials of CMO office then they put the blame on us", the NHM employee said and appealed Health Minister to do needful. The Nodal office of NCD scheme refused to comment on the matter. |
