Early Times Report
Katra, Mar 18: Katra base camp of world famous Mata Vaishno Devi shrine where millions of devotees from all parts of country and outside come to seek the blessings of the Mata has become a hub of begging.
Hundreds of children especially minor girls pushed into inhuman practice by an organised begging racket or their own families are seen begging in the area.
The number of children especially girls is increasing with every passing day as the authorities fail to take note of the menace.
An official said beggars are always there to welcome you in the holy town. Little girls wearing the Mata Dress seek money from the devotees .
He said the beggars run after the devotees relentlessly begging until they are given what they want.
A social activist said that there was a big racket behind the begging. The racket, according to him, is being operated from Katra which pushes small children into begging.
According to him, the children told to stay mum and not to disclose anything about the racket.
He said that 2-4 crore is collected by way of begging every month. "This is how Prime Minister's Beti Padyo and Beti Bachayoo mission is defeated in the holy town.
In 2006 the Ministry of Women and Child Development (MWCD) proposed the adoption of the Integrated Child Protection Scheme (ICPS). In 2009 the central government gave its approval and begun the extensive task of providing children with protection and safe environment to develop and flourish. The purpose of the scheme is to provide for children in difficult circumstances, as well as to reduce the risks and vulnerabilities children have in various situations and actions that lead to abuse, neglect, exploitation, abandonment and separation of children but State government failed to enforce said scheme in Katra Vaishno devi .
Though Jammu and Kashmir had enacted the Prevention of Beggary Act-1962, but it has failed to stop beggary. As per the sources several people from outside the State as well from the state running the begging Racket in Katra and are pushing poor families towards Katra and other Parts of Jammu and Kashmir every month. But it's very unfortunate that under the nose of administration and police said Business running freely and they have turned a blind eye towards beggars and people handling them.
