Impersonation in IGNOU exam by then Jail Superintendent | HC grants 4 weeks to file fresh status report | | K Koushal Early Times Report Jammu, Mar 16: High Court granted four weeks by way of last indulgence to file latest status of the investigation of the case registered against then Superintendents of Central Jail Kot Bhalwal, Jammu namely Rajni Sehgal presently posted as superintendent of Udhampur Jail and Superintendent District Jail, Amphalla, Jammu namely Vinod Kumar (since retired) failing which, the court shall be constrained to pass appropriate orders against the respondents. Justice Alok Aradhe passed the order hearing Other Writ Petition (OWP) no. 1213/2016 MO no. 1/2017 filed by Ravinder Singh who is presently lodged in Jail. Petition reads that the petitioner is an under trial and is presently lodged at Central Jail Kot Bhalwal and through the medium of instant petition the petitioner is bringing into light the acts of omission and commission actuated with impersonation, forgery, fraud and unfair means being committed by the Superintendents of Central Jail Kot Bhalwal, Jammu namely Rajni Sehgal (under suspension) and Superintendent District Jail, Amphalla, Jammu namely Vinod Kumar -(since retired) and the petitioner is approaching the Court to seek the transfer of investigation in case FIR No.88/2013 registered in Pacca Danga, Jammu to Crime Branch, Jammu as there is no headway in the investigation by the local police due to the influence enjoyed by the accused. It is further mentioned in the petition that the petitioner who acted as whistle-blower in this case of impersonation was also picked up for harassment/victimization as the accused officials started exerting pressures upon him for not pressing the case and the petitioner was also extended threats in this regard which compelled him to make an application to the Learned Sessions Judge, Jammu to transfer his lodgement to some other Jail and accordingly the petitioner's lodgement was shifted to Sub-Jail, Hiranagar. However, Superintende-nt of Prisons Department, Dinesh Sharma who was Departmental Vigilance Officer in his enquiry report established that such type of investigations requires assistance from agencies having coordination with experts for finger print check and hand writing and said it is fit case to be handed over to crime Branch or any other appropriate agency. |
