Top bureaucrats at loggerheads

SRINAGAR, Mar 18: There is complete anarchy at Agriculture Production Department (APD) in the state these days since the Commissioner Secretary and Secretary of the department are at loggerheads with Director Agriculture, Kashmir.
Early Times has learnt from sources that acrimony between the Commissioner Secretary and Secretary on one side against the Director Agriculture on the other side has seriously affected the functioning of the department as a whole. The worst part is that the concerned minister is yet to step in while allowing the things to go out of control.
"Director Agriculture Kashmir recently took part in a meeting which he was not supposed to participate. The meeting was convened in order to finalize the dates for interviews of Assistant Professors and Associate Professors in the department. The Director had no business to be part of the meeting, but still then he took part in the same much to the surprise of most of the people," said sources.
Sources said both the Commissioner Secretary and Secretary were not present in such a meeting despite the fact that their presence was important. Finalization of interviews for Assistant Professors and Associate Professors is a policy decision and same cannot be taken in absence of bureaucrats, but still then the decision was taken.
"The game of cat and mouse between the Commissioner Secretary and Secretary with Director Agriculture Kashmir has been going on for lot of time now. The difference between the two sides has led to a situation where-in the employees are facing the brunt. The employees are tossed like anything and the worst part is that nobody is bothered," said sources.
Sources said that Commissioner Secretary and Secretary some time back ensured that a district level officer posted at Kupwara was transferred and posted at the Directorate as an officer to head the information section of the Directorate. However, this did not go well with Director Agriculture Kashmir as he reduced the officer to a mere rubber stamp.
"The information section at the Directorate of Agriculture continues to be looked after by a junior officer who claims to be from media background.
The same is an insult to the district level officer and also an insult to the hierarchy in the department. Employee/s having lineage with a particular side is victimized by the other side for no fault of his," said sources.
Sources said that as the Commissioner Secretary and Secretary are retiring on March 31, 2018 and April 30, 2018 respectively, Director Agriculture Kashmir is getting the things done at his own will at least at the Directorate. As such there is complete anarchy with nobody ready to correct the wrongs.
