Around Rs 60 Cr un-utilized in Budgam, Baramulla | SBM's Solid Liquid Waste Management | | Early Times Report Srinagar, Mar 21: Believe it or not , more than Rs 60 crores remain unspent in Budgam and Baramulla districts alone under Solid Liquid Waste Management (SLWM) programme of Swachh Bharat Mission Gramin (SBM Gramin). Sources say that the unspent money was to be provided to each Gram Panchayat @ Rs 7 to 20 lakhs. From 2014 till date not a single penny has been provided to J&K Government as Rural Development Department and its Sanitation wing (Rural Sanitation) have failed to make any DPRs for the proposed work. Details available with Early Times reveal that Rs 13 lakhs are provided to each village (Panchayat halqa) at an average by Govt of India to create solid and liquid waste management units , but as per reliable sources not even in a single village such facility has been created. This money is also used to create Information Education and Communication (IEC) programmes , but authorities have failed to devise any such programme. "At an average there are 500 panchayat villages in Budgam and Baramulla and Rs 12 to 13 lakhs could have been provided to each halqa Panchayat , but Govt has failed to prepare any DPR and consultants have also not been hired at district level and with the result , more than Rs 60 crores have remained unutlized in these two districts " said a senior officer in Rural Sanitation Department (name withheld) while talking to Early Times . As already mentioned hundreds of Crores budget is allocated by Government of India towards Swach Bharat Mission (SBM) under SBM Gramin project across country , but the budget has either not reached to J&K or is being misappropriated by the agencies involved in execution of SBM Gramin programme across state. Village ponds , streams and other water bodies have become dumpsite for garbage is an old news , now the famous Srinagar Gulmarg road is being used by villagers to dump the waste as a mark of protest against the law enforcing agencies especially Rural Development Department (RDD) and Rural Sanitation Department (RSD) who actually are now under legal obligation to manage waste in rural areas. From Narbal crossing to Magam in Budgam heaps of garbage especially the Non Biodegradable plastic waste is being dumped by the locals on the road side between chinars trees and the road dividers. Locals say that they have no other alternative and they are forced to do this as a mark of protest because Rural Development Department's (Rural Sanitation) officials are not spending the budget that is allocated to each village for waste management by Govt of India. Under Swachh Bharat Mission (SBM Gramin) , Solid Liquid Waste Management is an important component but from last more than 3 years not a single rupee has been spent by Directorate of Rural Development or Directorate of Rural Sanitation in this sector As already reported Govt of J&K had identified one to two villages in each district to accomplish the task of Solid Liquid Waste Management(SLWM) , but as per reliable sources the said work is yet to take off inspite of the fact that Swachh Bharat Mission (SBM) lays special emphasis on the same. In addition to it SLWM consultants haven't been hired by Govt who could prepare the complete DPR's for each district. Sources say that all the money available for Solid Waste Management in villages is getting lapsed. Inspite of clear cut guidelines under Swatch Bharat Mission Gramin , the Directorate of Rural Sanitation has not undertaken the solid liquid waste management in any village from October 2nd 2014 till date when the SBM Gramin was launched around 3 ½ years back. As per SBM Gramin guidelines , every State is supposed have at least one Solid Liquid Waste Management (SLWM) Consultant at the State level and one SLWM Consultant in each District to guide the preparation of the SLWM projects for each Gram Panchayat (GP). Guidelines say that assistance of Professional agencies may be sought to prepare/ develop/ test/implement such projects.
